Senior Contracting Specialist - Clearance Required

Overview

LMI is seeking a Senior Contracting Specialist to support the Missile Defense Agency for activities related to contract support. The Senior Contracting Specialist serves as the Government's advisor and Subject Matter Expert for contracting activities and will directly support the MDA PCO. Work location is hybrid, but the individual must be within 1 hour of Huntsville, AL.

Responsibilities

• Provide expert level support to the MDA PCO team.
• Lead and facilitate collaboration across functional areas to solve complex contracting problems to meet client requirements.
• Responsible for developing materials in support of the contract strategy to include timelines and milestones for FAR based contracts.
• Support Contracts PCO in the development of evaluation criteria and support the source selection for products, systems, software, and service support contracts.
• Develops, drafts and edits contract documentation to support the entire end-to-end contracting lifecycle from pre-award to contract close-out.
• Responsible to track changes in DoD and Army contracting regulations / instructions / policy and interpret the changes for the organizational tasks
• You will support the development of contracting artifacts required to successfully procure the resulting program capabilities and services including:
  • Market Research Analysis
  • Source Selection Plan
  • Acquisition Plan (AP)
  • Independent Government Cost Estimate (IGCE)
  • Performance Work Statement (PWS)
  • Statement of Objectives (SOO)
  • Request for Quote (RFQ), Request for Information (RFI), and Request for Proposal (RFP)
• Works with Project Scheduler to develop integrated master schedules (IMS) with discrete milestones at sufficient intervals to measure progress.
• Develops and monitors performance measurement baseline metrics including cost, schedule, and scope baselines.
• Up to 10% travel expected.

Qualifications

Required Qualifications:

• Values and provides excellent customer service
• Ability to participate effectively and build consensus across a cross-functional contracting team.
• Bachelor’s degree
• 5+ years’ experience in defense acquisition and contracting. Must be an expert with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), and other acquisition regulations.
• Experience with contract formation and management to support development of materials for Products, Systems, Software, and Service Support contracts.
• Demonstrated knowledge of Government contract and subcontract management, specifically with Source Selection Evaluations under multiple contract types.
• Previous experience providing acquisition support to an Army or DoD Program Offices
• Excellent computer applications skills, especially with MS Office products (e.g. Word, Excel, PowerPoint Outlook, Project) and SharePoint
• Must possess and maintain a Secret Security Clearance

Desired Qualifications:

• Master's degree
• 3+ years of experience as a warranted contracting officer
• 3+ years of experience with the Missile Defense Agency
• Defense Acquisition Workforce Improvement Act (DAWIA) Acquisition or Contracting Level II or higher certification.
• Project Management Professional (PMP) Certification
