Job Summary:

This position provides a high level of administrative support and expertise. Under the direction of the Permit Supervisor, the Permit Technician III is responsible for reviewing, processing,documentation, and monitoring any encroachment work affecting the operational control or the use of highway right of way. This includes processing and issuing a variety of permits which define the requirements for use of state highways, for all uses other than travel by the public. Examples of permits include, but not limited to, physical encroachments in the right of way, temporary traffic control plans, utilities, widening projects, development projects, special events, environmental clearances and Adopt-A-Highway permits. The position also assures all encroachment program permit requirements are met and work is performed in compliance with the applicable laws, rules, regulations and standards.

Job Duties:

Conducts administrative and substantive reviews. Prepares permit packages, citing specific requirements from ADOT Standard Specifications and
Drawings to address the scope of work. Assures quality and compliance of all supporting documents. Prepares permit addendums', grants extensions of time, processes work notifications, issues letters of acceptance for completed work, and coordinates with field inspectors.

Reviews permit submittals for compliance with FHWA & ADOT standards and specifications. Assures proposed work is in compliance with rules,
regulation and policies of Arizona Revised Statutes governing or affecting use of ADOT Right of Way. Performs basic plan review and coordinates reviews by other departments within the agency. Oversee and monitor progress of permit process.

Communicates (written and verbally) with customers, permittees, ADOT staff, local government agencies, utility companies, contractors and engineering firms. Communication typically includes explaining the permit process and giving instructions and guidance on the permit application to include all of the documents required such as temporary traffic control plans, insurance and bonding, environmental clearances, and engineering plan requirements.

The position also ensures compliance with statutes and permit requirements by monitoring and evaluating encroachment permit activities. Organizing and prioritizing work assignments. Conduct, provide, and assist in research information for the internal and external customers. Assist with research the State Attorney General's Office for litigation reviews, under the direction of the permits supervisor.

Participating in Arizona Management System activities such as huddles, problem solving, kaizens, 5S, process mapping and standard of work.

Determine and access technical aspects of permit and ADOT Right of Way encroachment violations and make recommendations for corrections or issues. Composes letters for Notice of Encroachment Violations.

Coordinate and attend meetings such as pre-design and scoping, pre-application, preliminary site reviews, pre-construction, and other meetings.
Perform field reviews to assure compliance of permit requirements and investigate reported or discovered ADOT Right of Way encroachments to
determine validity.

Knowledge:
- Google Suite application, Adobe Acrobat, ADOT Permit Database, ROAD Portal, Right of Way and highway maps, and plans.
- Statutes, administrative rules, standards, guidelines, and policies pertaining to permits, utility and railroad roadway, bridge, drainage and materials design, road and bridge construction, and standard drawings
