About the role

Basic Function

The Contract Service Compliance Assistant (CSCA) is responsible for ensuring transportation services are conducted in a manner to maximize productivity, while ensuring contract compliance by purchase transportation contractors. Documents contractors’ performance for loss time, liquidated damages and other time operated in the performance of providing daily transportation services. Plans and conducts compliance audits to ensure that individuals contracts are operating according to the terms of the contract and in compliance with local and federal regulation. Obtains and analyze service information necessary for contractor invoices and statistical report for the board and federal compliance reporting. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Responsible for reporting hours of operations and services provided by each contract service provider to accurately reconcile invoices for METROLift Sedan, METROLift Van and Van Lite, METROLift Taxi Backup, METRO Subsidy Program (MSP) services and turn key operations of the Northwest Bus Operating Facility.  
  • Obtains, validate and report on service statistics necessary for status reports to the Board, quarterly reports, preparations of invoices and external compliance reporting. 
  • Collects, analyze and document service information associated with METROLift Service Delivery Contracts (Minivan and Van) and METRO’s Contracted Northwest Bus Operating Facility required to assess liquidated damages and correct service delivery issues.  
  • Investigates and analyze documentation necessary to produce daily reports for assessment of loss time, liquidated damages and validation of additional work performed by contractors. 
  • Conducts meetings with contractors to dispute charges associated with liquidated damages. Determines which charges should be waived or allowed. 
  • Responsible for preparation of supporting documentation and final reconciliation for contractors’ invoices and processing of service payments to all transportation contractors for fiduciary adherence to the Service Delivery budget and accurate management reporting.
  • Independently conducts monthly audits for contractors on safety sensitive personnel contract compliance to ensure FTA and METRO contract compliance. 
  • Supports data collection and analysis for preparation of quarterly meeting scorecards.
  • Provides excellent customer service to METRO internal and external customers.
  • Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.
    Pay Range" $48,400 - $63,600

Education Requirement

High school or GED required.  Additional related college courses accounting and/or business preferred.

Years & Experience Required

Minimum five (5) years of general experience in accounting, finance or related fields. Familiarity with METROLift Operations, eligibility procedures or METROLift Dispatch coding of loss time and liquidated damages is preferred.

Knowledge & Skills Required

General knowledge of basic accounting, record keeping and general business practices. Good organizational and analytical skills with proficiency in math and typing skills.  Excellent verbal and written communication skills. Ability to independently exercise good judgement. Proficiency with PCs and related software, Microsoft Office Suite Products (Word, Excel and PowerPoint).  Must pass a Microsoft Office Excel test.
