Job Summary

The Health Education Project Liaison III is responsible for providing project management assistance to the department's leadership, program manager(s) and team.  This position is responsible for managing and organizing the department projects resources, collaterals and related processes. This position is responsible for oversight and management of assigned project tasks and to provide support to project teams by coordinating, planning, and monitoring projects from inception through implementation. This position develops reporting sufficient to allow program managers and team to rapidly assess the current state of their project in relation to timelines and deliverables. This position provides administrative and data support as needed. 

As a key team member, this position participates in project development, distribute project information, and is an active participant in project-related work groups and committees. This position supports the department leadership in managing and execution of vendor contracts, including fostering cross departmental relationships to facilitate timely execution of vendor contracts. Acts as a Subject Matter Expert (SME) in this area and serves as a resource and mentor for other staff.

Duties

Collaborates with various stakeholders within the L.A. Care department and external organization to plan, develop, implement and evaluate projects and programs.   Also oversees activities, collaborates with team members, develops measurable goals and objectives and monitors progress toward achievement of projects/ programs. (10%) 
      
Writes and disseminates work plan updates, project documents, including procedures, proposals, progress reports and presentations. Serves as liaison between the work group and the business unit by using analytical ability to identify and track current deliverables. (10%)
 
Prepares/processes vendor contract documentation, such as scope of work, amendments, board motions and contract memos on behalf of management. Works closely with appropriate staff to ensure all paperwork and/or contracts are processed in a timely manner. Maintains an ongoing tracking grid to monitor status of unit contracts. (20%)
   
Provides support to project members by organizing project meetings and calendaring, prepares agendas for meetings, documents key decisions, develop project collateral, tracks all project action items, and monitors completion of associated activities. (10%)
 
Processes member/provider materials through appropriate channels to ensure compliance and regulatory requirements are met (Podio). Ensures compliance with contracted services and performance metrics. (5%)

Provides support to project members by maintaining department website with updated information, calendars, templates, and project sites.  Updates and maintains files and records, and distributes documents as appropriate. (5%)

Manages written member community and/or health education material orders from network providers, ensuring compliance with regulatory agency requirements (Covered California, DHCS, DMHC, and CMS and accreditation agency (NCQA). (10%)

Collaborate with project members to develop and maintain relevant project documentation such as project plans, project performance reports, and business requirements through project management tools and software. (5%)

Coordinates/manages assigned project tasks and maintains project tracking and performance metrics for the project team. Tasks include, but are not limited to, conducting research, performing data entry, creating reports, updating calendars and project templates, identifying opportunities to improve workflow and processes, attending project meetings, etc. (10%) 

Applies subject expertise in evaluating business operations and processes. Identifies areas where technical solutions would improve business performance.
