Job Description:
Responsible for the accurate and efficient administration of all payroll transactions, ensuring compliance with state and federal regulations. Analyzes potential changes to district policies, system configurations, and compliance-related matters to support operational effectiveness. Additionally, the position fosters positive relationships with stakeholders and upholds ethical payroll practices while providing exceptional service to employees. Develops and promotes positive community relations among various community and school clientele.SUPERVISORY DUTIES:
- Direct supervision of the Payroll Manager with indirect supervision of all payroll analysts and specialists. Oversees the workflow and development of training materials and overall communication of department initiatives with daily duties being the responsibility of the payroll manager.
MINIMUM EDUCATION OR FORMAL TRAINING:
- Associates Degree preferred or work experience equivalent
MINIMUM EXPERIENCE:
- Five (5) or more years experience in full cycle payroll processing
- Workday ERP system knowledge, system configuration and system testing experience preferred
- Experience in quarterly and end of year reporting

Position Specific Information (if Applicable):
Responsibilities:
Collaborate, create, direct, and maintain the District's HR/Payroll policies and negotiated agreements ensuring adherence with local, state, and federal agencies, rules, and laws and regulations.
Serve as point of contact with the District’s Information Systems Department for administration and development of Payroll software systems. Expert in payroll processing through ERP and payroll systems and support Web help desk tickets.
Regularly attend continuing education opportunities to stay apprised of legal, compliance regulations, as well as staying relevant with industry changes/trends.
Develop and promote positive culture and climate within the District's Payroll team and Business Services departments, any community relationships among various agencies, relationships with applicable vendors and school stakeholders across Colorado.
Administer and provide final approval of all Agency reporting requirements to include but not limited to 941, W-2s, W-2C, 941-X, Colorado Unemployment Insurance, Workers Compensation, Census Data, BLS Reporting. This includes reviewing and ensuring balancing and reconciling of multiple reports for accuracy in the payroll and general ledgers, tax accountability and reporting.
Oversee District’s Payroll Department in the full cycle payroll operations to include collaboration with internal District Leadership/stakeholders, local, state, federal and garnishment agencies, vendor relationships regarding voluntary and mandatory withholdings and payments such as insurance related, retirements, liens, and tax disbursements.
Provide direction of all payroll department goals, job descriptions and daily activities of the payroll staff, in collaboration with the Payroll Manager. Ensure professional development of knowledge, skills, and abilities; plan for implementation of new initiatives; direct and coordinate cross training; anticipate succession planning; evaluate the work assigned to Payroll personnel; perform performance evaluations.
