How can you make a difference? 

Based in the Stewardship and Oversight team of PPD, the People and Culture Officer will serve as the Division’s lead focal point for Recruitment/ talent acquisition, HR Administration and Operations. Under the supervision of the PPD Human Resources Manager and in close collaboration with UNICEF’s HR Business Partner network, Division of People and Culture and global HR service hubs, the Officer will ensure timely, compliant, and high-quality HR services across all PPD offices and pillars. 

This role focuses on managing high-volume recruitment, particularly in the Global Ringfencing Recruitment Exercise, coordinating HR processes, and building capacity among local HR focal points within the Division. 

Key functions, accountabilities, and duties

1. HR Business Partnering and Talent Acquisition

  • Lead and manage end-to-end recruitment for staff across PPD offices and pillars.

  • Support workforce planning and implementation of staffing strategies in collaboration with the HR Business Partner.

  • Provide technical advice on job classification, recruitment modalities, and UNICEF staffing frameworks.

  • Ensure recruitment processes are timely, inclusive, and aligned with equity, diversity, and inclusion principles.

  • Track recruitment KPIs, maintain dashboards, and contribute to HR reporting.

2. Non-Staff Recruitment and HR Transactions

  • Serve as liaison with HR service hubs, DHR, and GSSC for the recruitment and administration of consultants, interns, and fellows.

  • Provide guidance to PPD teams on non-staff hiring processes, TOR development, and consultant policies.

  • Monitor progress of non-staff actions, ensuring compliance with UNICEF procedures.

3. Coordination of HR Services Across PPD

  • Act as the HR focal point for coordination between PPD offices, HR teams, and service centers.

  • Oversee onboarding and offboarding processes, ensuring consistent policy application.

  • Provide HR briefings, induction support, and guidance to new staff and non-staff personnel.

  • Build the capacity of local HR focal points to ensure consistency in HR practices.

  • Support attendance and leave tracking, telework arrangements, and reconciliation of HR data.

4. Learning, Career Development, and Performance Management

  • Identify learning and development needs in collaboration with staff and supervisors.

  • Support the development and implementation of learning plans and capacity-building initiatives.

  • Promote staff participation in learning opportunities and maintain updated learning records.

  • Provide guidance on goal setting, feedback, and performance compliance.

5. HR Data Analytics and Workforce Reporting

  • Collect, analyze, and report HR data to inform strategic planning and decision-making.

  • Prepare workforce statistics, including gender balance and recruitment trends.

  • Contribute to staffing dashboards and reports for divisional and organizational planning.

  • Support the refinement of HR tools and systems to enhance reporting and operational efficiency.
