Overview
The Agency of Digital Services (ADS) is seeking an experienced, strategic leader to serve as the Director of Operations and Organizational Management. This role is responsible for overseeing a wide range of critical operational and administrative functions that directly support the agency's effectiveness and long-term goals.
The Director will manage financial operations, space utilization, employee experience initiatives, organizational development, onboarding/offboarding processes, recruitment efforts, and more. This position requires exceptional leadership, discretion, and a deep understanding of state systems and operational frameworks.
Key Responsibilities:
- Oversee operational functions including accounts payable, purchasing card management, telephony billing, and professional development programs.
- Manage agency-wide space planning and utilization in coordination with leadership and external partners.
- Lead employee engagement and organizational development initiatives to enhance workplace culture.
- Direct salary and benefits reviews, aligning compensation plans with budget goals.
- Supervise onboarding and offboarding processes, ensuring policy compliance and smooth transitions.
- Maintain the agency's organizational structure and manage staffing changes and reorganizations.
- Represent ADS in recruitment efforts and career fairs, managing related logistics and outreach.
- Serve as the primary liaison to the Department of Human Resources (DHR).
- Handle confidential and sensitive staffing and financial information with discretion.
Qualified Candidates Should Also:
- Demonstrate leadership in managing complex operational functions.
- Have strong financial acumen with experience in budgeting and resource allocation.
- Show expertise in organizational development and employee engagement.
- Have proficiency in systems including VTHR, Vantage, Excel, VISIO, and Adobe.
- Have working knowledge of VSEA bargaining agreements and DHR procedures.
- Have a high degree of professionalism and ability to manage confidential information.
- Show excellent communication, collaboration, and strategic decision-making skills.
This is a Confidential Director-level position due to its access to sensitive personnel and financial data and its strategic impact on agency operations. A fingerprint-supported background check may be required based on the assigned job duties and location.

Minimum Qualifications
Master's degree in accounting, business or public administration, office administration or a related field AND one (1) year or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
Bachelor's degree in accounting, business or public administration, office administration or a related field AND three (3) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
Bachelor's degree AND five (5) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
Two years of full-time college coursework or associate's degree AND seven (7) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
High School diploma or equivalent AND nine (9) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
One (1) year or more of experience as an Administrative Services Manager III with the State of Vermont.
