JOB DUTIES

  • Prepare ROW plans for complex ROW projects, with periodic monitoring and normal process reviews, with features similar to these: Several tracts, existing right-of-way, new and existing controlled access, railroad, right-of-way surveys, subdivision plats, shifted centerlines, frontage roads, multiple alignments, relocated highways, multiple previous projects, and right-of-way acquisition over the entire length of the project.
  • Use of design software & coordinate geometry to create ROW plans by inputting previous ROW and land title information and writing land parcel descriptions.
  • Design new ROW and easement areas for acquisition.
  • Write land parcel descriptions for land acquisition. 
  • Archive ROW projects, create condemnation plats & add sell-back information to ROW plans.
  • Attend department meetings pertaining to assigned projects.
  • Maintain ROW plans, project files, CAD files, ROW surveys, land title information, previous ROW plans, railroad maps, and city plats for assigned projects by updating the project information database.
  • Input existing ROW information into the GIS system.
  • Research ROW project information, make copies, and distribute ROW information to NDOT personnel, including Roadway Design, Project Development & District offices, and also private utility companies, county entities, NRD's, Corps of Engineers and private surveyors, per their request. 
  • Check ROW projects and land parcel descriptions for accuracy.
  • Perform other duties as assigned


 

Requirements / Qualifications:

Minimum Qualifications: High school education or equivalent AND education or experience in drafting, engineering, highway construction, and/or right-of-way or roadway design.

Preferred Qualifications:

  • High school education or equivalent plus two years of education or experience in drafting, engineering, ROW design, land parcel descriptions, or highway construction.
  • An understanding of engineering survey notes and reading highway construction plans.
  • Mathematics background including algebra, geometry, and trigonometry, and surveying coursework or experience is preferred.
  • Familiarity with PC-based word processing and spreadsheet programs is beneficial.

Other:

  • Regular and reliable attendance is required.
  • Some overnight travel may be required.
  • Must have a valid driver’s license or ability to provide independent authorized transportation.

KNOWLEDGE / SKILLS / ABILITIES

  • Skills in organization, prioritization, record keeping, verbal and written communication, decision-making, and project activity coordination.
  • Must be able to communicate with others to resolve differences and convey ideas.
