About the role

To ensure org-wide compliance with federal regulations. To assist the Assistant Vice President in leading ongoing operational strategy, and alignment with corporate and departmental strategic goals. To ensure the credit union is in compliance with applicable regulations and established policies and procedures. Experience in managing and leading compliance monitoring and testing activities to perform risk-based compliance testing for the purpose of independently validating business unit’s adherence to applicable laws, regulations, policies and procedures, and identifying control deficiencies and risk implications related to applicable laws and regulations. Assist business units in designing, conducting, and enhancing compliance testing programs. Perform quality control reviews to ensure the accuracy, completeness, and consistency of compliance monitoring and testing activities. Identify gaps, trends, and potential risks through testing activities and recommend remediation actions. Collaborate with stakeholders to enhance compliance processes and drive strong culture of compliance. Assist in regulatory and internal audits by providing documentation and insights from testing activities. Support continued enhancements to testing methodologies, development of compliance monitoring and testing procedures, and development of the annual testing plan. Responsible for both strategic and tactical issues. Responsible for contributing to special projects which may entail designing and executing unique approaches to testing and risk management. Provide leadership to professional employees and/or supervisors, responsible for both strategic and tactical issues.

The position requires both subject matter expertise and working knowledge of applicable federal and state laws, regulations, rules, and guidance related to Bank Secrecy Act (BSA), Anti-Money Laundering (AML), and Office of Foreign Assets Control (OFAC) as well as working knowledge of their impact to products, services, and business operations. 

  • Oversees the analysis of new and existing federal regulations to ensure that Navy Federal is in compliance with established standards
  • Develops operational strategic plan; identifies and addresses areas of significant risk and evaluates overall effectiveness of operations
  • Coordinates and supervises the review and analysis of federal regulatory compliance efforts
  • Prepares responses to regulatory requests for comments, as well as letters and correspondence to support Navy Federal's positions and proposals and maintains existing policies and procedures
  • Develops strategic implementation plans to ensure cohesive efforts across business units for new and ongoing enterprise-wide initiatives
  • Identifies existing and new issues pertaining to corporate compliance with state and federal regulations to ensure necessary policies, strategies and procedures are implemented
  • Resolve problems that arise in the normal course of monitoring and testing and maintaining regulatory and legislative compliance
  • Keeps the AVP, Regulatory Compliance and business units apprised of compliance status, including efforts related to compliance monitoring and testing activities, as needed or required
  • Oversees the Compliance Analysts charged with reviewing proposed and final federal regulations and regulatory guidance
  • Provides guidance on issues having department and/or organization-wide impact
  • Monitors and reviews new and existing regulations and legislation to ensure Navy Federal compliance
  • Works on complex issues requiring in-depth knowledge of organizational objectives
  • Oversees and prepares correspondence to Congress and federal regulators, for the President's signature, to express Navy Federal's position on proposed legislation and regulations
  • Responds to General Counsel and senior management requests for specific legal interpretation and/or application of laws and regulations
  • Leads operational/business analysis and action plans for operational improvement
  • Performs managerial duties.
  • Leads branch and sets performance standards, expectations, direction, goals, assignments, and schedules to ensure objectives and achievements align with department and company strategies
  • Oversees the work of Compliance Analysts and Senior Policy and Compliance Officers to ensure timely delivery of quality services
  • Selects, assesses, rewards, counsels and develops team members
  • Collects, compiles and prepares reports and data for management decision making
  • Ensures compliance with all applicable statutory requirements and Navy Federal policies, procedures, rules, regulations and values
