The Boeing Global Services (BGS) Engineering Digital Transformation, Tools, Technology & Innovation team in St. Louis, MO, part of The Boeing Company, has a need for a Government and Commercial Tools Sr. Manager (Level L).

This position is responsible for leading employees performing activities to support the development and management of BGS Engineering Tools. This position is responsible for developing and executing business plans, policies and procedures and organizational and technical strategies. Acquires resources, provides technical management of suppliers and leads process improvements. Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports. Provides oversight and approval of technical approaches, products and processes. This position is responsible for Key Performance Indicators for projects with emphasis on quality and schedule. Responsible to interact frequently with internal and external management and senior-level representatives in BGS and IT organizations to set strategy, develop roadmaps, funding plans and brief status of investment projects. Frequent contacts with managers and external suppliers concerning projects, scheduling requirements and contractual clarifications. Manages, develops and motivates employees.

We seek a proactive and highly motivated individual capable of multi-tasking and working with minimal supervision. This position will report to the BGS Engineering Digital Transformation, Tools, Technology & Innovation Senior Manager.

Position Responsibilities:

  • Project management leadership to a team representing multiple skill areas. The ability to achieve desired outcomes on projects, on-time and within budget. Ability to define the project, design and plan the project, and manage the project team. Ability to control and deliver project deliverables, project accounting and appraisal, and optimize the contribution of the people involved.
  • Develops statement of work (SOW) to satisfy ongoing and new business requirements. Identifies and manages changes to SOW and assesses the impact of those changes.
  • Leads project execution. Identifies performance metrics.
  • Implements corrective actions to improve performance. Provides technical, business and integration leadership for the development and execution of the project or team plan.
  • Responsible for and chairs the Government Tools CCB that makes decisions related to tool strategy, standardization, and common processes for all BGS Engineering.
  • Responsible for strategic planning, tool strategy, standardization, common processes and technology roadmaps for all BGS Engineering
  • Owns the responsibility for security and compliance activity for non-IT managed applications within the BGS Engineering organization. Business System Owner for several applications within Product Support and Engineering.
  • Manage an organization consisting of engineers and product support specialists across multiple US sites and India, including a purchase services contract with Tata Consultancy Services (TCS) for additional staffing
  • Responsible for strategic planning, tool strategy, standardization, common processes and technology roadmaps for BGS Engineering
  • Responsible for scope, schedules, budgets and project execution across the organization
  • Manage requirements, development, deployment, sustainment and support for many software and other complex projects
  • Responsible for the development, deployments and user support of VECTOR (Service Engineering/Field Services) and InfoCenter (data visualization) teams
  • Directly interface with internal and external customers, senior leaders and suppliers
  • Lead cost reduction and affordability initiatives
  • Manage employees performing engineering, technical, and non-technical (data management) activities.
  • Knowledge of schedule management principles and practices.
  • Ability to understand the big picture and the inter-relationships of all positions and activities in the system, including the impact of changes in one area on another area. This includes the ability to see and understand the inter-relationships between components of systems and plans, anticipate future events, and apply the principles of systems thinking to accelerate performance.
  • Using a variety of media, clearly conveying information and ideas to individuals or groups in a manner that engages the audience and helps them understand and retain the message.
  • Provide products and services that meet the highest technical and quality standards, regulatory requirements, and company policies and processes and embrace first-time quality as a way of life – not accepting, creating or passing any defects and speaking up.
