The Virginia Department of Health Profession's (DHP) mission is to ensure safe and competent patient care by licensing health professionals, enforcing standards of practice, and providing information to health care practitioners and the public.
This Senior Licensing Specialist position provides licensure support for the Board of Nursing (BON) by applying BON laws, regulations, policies and procedures to manage licensing activities for: Advanced Practice Registered Nurses (APRNs), Registered Nurses (RNs) and Licensed Practical Nurses (LPNs) to include compliance with Nurse Licensure Compact, renewals and reinstatements. The position also provides technical support to nursing licensing teams to resolve issues in the absence of Licensing Supervisor. Conducts periodic licensure record audits and review process for compliance with NLC and Board licensure record requirements. Reviews complex applications that require detailed review, research and assist with collecting and responding to internal/external requests for licensure documents connected to Operation Nightingale and/or education fraud. Handles confidential and sensitive information on a routine basis, collaborates, consults and corresponds with Board staff, as well as outside agencies and entities
Minimum Qualifications
• Extensive knowledge of laws, regulations and /procedures associated with licensing and regulations.
• Demonstrated ability to thoroughly review, analyze, and evaluate applications, supporting documents, education and legal documents, laws and regulations, and technical material to make valid determinations and recommendations.
• Demonstrated ability to communicate effectively orally and in writing with agency personnel, licensees, and the public, including the ability to prepare official documents, forms, and reports with accuracy and proofread routine correspondence and reports with close attention to detail, grammar and punctuation standards.
• Demonstrated problem solving skills and ability to self-organize and prioritize workflow with minimal supervision in a fast-paced working environment, while working collaboratively with Board and agency staff, the public, and others.
• Proficiency in word processing, spreadsheet, e-mail, and calendar functions; familiarity with data entry and database management system reports, and electronic file maintenance.
• Proficiency in using Microsoft Office Suite (to include PowerPoint, SharePoint and Excel) and Adobe Pro.
• Demonstrated ability to generate reports in WORD and EXCEL.
• Ability to collect data, conduct analysis and make recommendations for internal efficiencies and process improvement.
• Ability to conduct research, gather data, request or participate in member board (NCSBN) surveys related to licensure, and draft summary reports for the Board.
• Ability to handle difficult and stressful situations with professional composure.
• Ability to provide effective customer service and maintain interpersonal relationships.
• Demonstrated knowledge of the Administrative Process Act and its application to licensure.
• Knowledge of FOIA, records administration, including electronic file maintenance, techniques and procedures.
• Demonstrated ability to read, understand and apply laws and regulations.
• Ability to provide work direction and guidance to others.
Additional Considerations
- Experience in a regulatory, legal, or healthcare environment, and in working with an agency, board, or similar public body.
- Experience working with confidential documents and sensitive information.
