BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Real Property Tax Administration (RPTA). The incumbent plans, directs, and coordinates the activities both automated and manual, of the Assessment Division, comprised of professional assessors (GIS & CAMA), assessment technicians, legal instruments examiners and cartographers in the operation of assessment programs. Duties include but are not limited to: administering assessment programs and projecting and scheduling work assignments; directing quality control and establishing uniform standards, procedures, and techniques; assisting with planning and developing projects and goals and overseeing the acquisition, classification, and analysis of data for accurate assessments; establishing land valuation standards and procedures and developing tools to determine land value map content; deriving mass valuation methods and techniques; recommending and collaborating with consultants or staff on revisions to automated assessment practices, models, and procedural manuals; staying informed of business trends, court decisions, legal opinions, tax laws, and emerging assessment practices and disseminating information to staff; directing long-range planning to anticipate trends or determine legislative needs; participating in drafting legislation; reviewing proposed legislation and resolving issues related to tax laws; and preparing background materials to support budget requests and legislative presentations. Performs other related duties as assigned.
Examples of duties
Seven (7) years of progressive experience managing and administering assessments, appeals and other special programs; at least three (3) years at the managerial level directing professional appraisal, assessment, or technical staff; experience managing CAMA or comparable assessment systems; and interpreting or applying valuation standards, income-based assessment techniques, and real property tax laws.
In addition – Successful completion of International Association of Assessing Officers (IAAO) courses 101, 102, 112 and 300 or equivalent is required. All required certificates must be submitted in order to be considered for the position. Applicants who possess a bachelor's degree and IAAO courses 311/312, 400, and the 15-hour Uniformed Standards of Professional Appraisal Practice (USPAP) course are desired.
Qualifications
Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.Supplemental information
