Position Overview

QinetiQ US is seeking a Senior Analyst – Programmatics to support our client in Falls Church, VA. Work will include support to operational prototype development for the Office of the Under Secretary of Defense for Research & Engineering (OUSD(R&E)).  The mission of Prototypes and Experiments (P&E) is to address Joint and Combatant Command (CCMD) warfighting needs within two to three years.  Duties include:

Responsibilities

  • Managing scientific, engineering, and technical analyses of prospective and ongoing prototypes and demonstrations of emerging, innovative technologies by providing management support for broad program portfolios and proposals.
  • Providing sufficient technical expertise to assist the JCTD Office in discovering, assessing, and evaluating high-potential technologies that help address CCMD capability gaps.
  • Serving as the primary technical interface supporting day-to-day JCTD operations and integrate all programs and analyst functions, to include supporting the planning and execution of the JCTD Office’s annual technology proposal solicitation cycle and project selection.
  • Meeting as needed with JCTD leadership to provide direct counsel and establish daily priorities.
  • Maintaining situational awareness of all JCTD programmatic actions and activities.
  • Maintaining programmatic metrics used to manage and assess all JCTD projects and programs. 
  • Maintaining a thorough understanding of JCTD Office processes and procedures.
  • Supporting the development of JCTD briefings and documentation as required.
  • Responding to daily inquiries and requests for information (RFI) from senior management within and outside the JCTD Office, short-notice data calls, budget queries, project updates, presentations, and deliveries of salient information to leadership and senior executives.
  • As able, attending various stakeholder engagements to include Department of Defense (DoD) and Intelligence Community (IC) boards and councils, communities of interest forums, technical exchange meetings, and working groups.
  • As able, attending select project technology demonstrations, operational demonstrations, and military utility assessments to obtain exposure to the JCTD project life cycle.
  • Occasional travel required to engage with combatant commands and relevant conferences (10%).
  • Some limited telework will be authorized at the client's discretion.

Required Qualifications

  • TS/SCI clearance. #qinetiqclearedjob
  • Bachelor's degree in engineering, scientific, technical, management or related discipline that is relevant to the contract.
  • Experience organizing and developing programs to support organizational strategic direction; creating and managing long-term goals; assisting with organizational plans and programs; establishing working relationships with program managers or executive leaders; tracking task order efforts to rapidly identify and resolve potential and new problems.
  • Experience in specialties of prototyping solutions, Research & Engineering (R&E) modernization, and Joint Warfighting Concepts (JWC). 
  • Preferred ten (10) years of DoD experience in technology development, technology maturation, and project management.
