Position Overview

QinetiQ US seeks an experienced Senior Proposal Manager to join a growing proposal operations and growth organization. The Senior Proposal Manager will bring a proven track record of successfully leading federal proposals from call/task order responses to large, complex, strategic bids to solve the challenging missions across the government market.

 

The candidate will be responsible for proposal development, planning and execution; reviewing Request for Proposal (RFP) requirements; conducting analysis on RFP; leading video/oral proposals; assessing strategy for responding; and producing final products for submission. In addition, they will be responsible for ensuring compelling, complete, and compliant proposal responses reflect win strategy elements and align to evaluation factors and criteria.

Responsibilities

  • Continue to develop and refine proposal processes, templates and procedures from pre-RFP through post-RFP phase
  • Mentor proposal team members, train staff on best practices, and provide additional leadership, as the company expands
  • Engage with Capture Managers, Delivery SMEs, and Solution Architects to craft proposal strategy and develop compelling messaging to ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents
  • Drive proposal process to meet milestones per corporate processes (e.g., color reviews) and provide support with writing and editing (technical and format)
  • Set schedules, create outlines, create compliance matrices, lead proposal kick-offs, guide content creators, and manage graphics
  • Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs), recommend response strategy and make certain proposal submissions are compliant with applicable RFP instructions
  • Manage multiple large/complex proposals simultaneously
  • Update, refine, and continually enhance the Proposal Standard Operating Procedures
  • Manage SharePoint-based proposal management system. Keep site current with examples of successful gold plate proposal responses (e.g., management plan, transition plan)

Required Qualifications

  • 8 years of experience managing all phases and components of federal Government proposals, including oral presentations
  • Experience writing professional services and technology-centric proposals
  • Demonstrated track record of proven success leading large/complex proposals valued at $100M+
  • Experience managing GWAC and IDIQ proposals
  • Ability to succeed in a fast-paced and rapidly evolving business organization with the ability/ willingness to work extended hours to meet dynamically changing needs and delivery schedules
  • Knowledge of Federal procurement processes, standard solicitation instructions, and proposal development methods
  • Excellent writer and editor
  • Expert Microsoft Word skills (including templates, styles, macros) with strong desktop publishing skills

Preferred Qualifications

  • Bachelor’s Degree
  • Experience managing proposals as part of a Large Systems Integrator
  • Proficiency in MS SharePoint
