Who we are:
HII-Mission Technologies is looking for a motivated individual to join the team as a Small Business Specialist. This will report to the Small Business Liaison Officer (SBLO) and assists with tracking and reporting small business results. This position can be a remote/hybrid opportunity ideally based out of our Fairfax, VA office.
Key Responsibilities:
- Plan, direct, and promote small business and industry participation in the Federal Government’s procurement.
- Assists the Acquisition Workforce to source socio-economic small businesses and small businesses that are responsible and capable to meet the government’s requirement.
- Actively participates in acquisition planning, forecasting, projections, and subcontracting.
- Supports the function of the SBA PCR in executing their duties and functions relating to the Small Business Act, Section 15(k), and portions of Sections 8, 31, 36, 44, and other related acquisition and small business regulations as per Public Law 95-507.
- Serves as advisor to GSA contracting officer's, prime contractors, and subcontractors to ensure compliance with subcontracting plans and procedures.
- Fosters and possesses strong communication skills with all areas of OSDBU (Policy, Customer Care and Outreach, Regional Staff and Budget, etc.).
- Provides counseling, training, and assistance to industry and business concerns on a variety of matters which enhances the interest and participation in Government procurement.
What you need to have:
- 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
- Understanding of the procurement process, including how to identify and evaluate suppliers, develop contracts, and manage vendor relationships.
- Knowledge of the acquisition workforce, including the roles and responsibilities of different stakeholders involved in the procurement process.
- Ability to analyze market trends and forecast future demand for goods and services, as well as the ability to develop projections for future procurement needs.
- Familiar with the process of subcontracting and have experience in identifying and managing subcontractors.
- Strong understanding of small business regulations and requirements, including those related to set-asides, small business certifications, and subcontracting plans.
- Communicate effectively with stakeholders at all levels of the organization, as well as with external partners and vendors.
- Collaborate effectively with cross-functional teams to achieve organizational goals.
- Strong analytical skills, including the ability to analyze data, identify trends, and develop insights to inform procurement decisions.
- Attention to detail, ensuring that all procurement processes are executed accurately and efficiently.
