Your Opportunity

One Permanent Full Time Position.

Reporting to the Vice President of Government Relations, Regulatory & Policy, with a dotted line report to the Vice President of Thermal-US,  we are seeking a highly skilled and motivated Lead, Energy Market & Policy Analyst to join our growing team.

This individual will provide deep expertise on U.S. Eastern power markets, particularly PJM, and bring a sophisticated understanding of FERC regulations, capacity markets, and transmission planning. This is a strategic role at the intersection of regulatory insight, market design, and energy policy.

You will contribute to our team by:

  • Tracking, analyzing, and interpreting FERC proceedings, filings, and orders—especially those related to PJM and other states/markets in the Eastern part of the United States.
  • PJM Market Monitoring: Continuously track and analyze PJM market initiatives, including rule changes, tariff updates, and stakeholder proceedings. Assess the potential impacts of these developments on market participants and stakeholders.
  • Providing regulatory strategy support and insights related to capacity market design, transmission planning processes, and grid reliability issues.
  • Leading the development of internal and public-facing policy briefings, impact assessments and advocacy plans.
  • Engaging with stakeholders across the industry, including utilities, regulators, RTOs, and policy experts.
  • Monitoring emerging trends in energy market regulation, carbon policy, and federal/state jurisdictional developments.
  • Serving as a thought partner to leadership on evolving FERC and RTO rules, proposals, and compliance obligations.
  • Ability to collaborate effectively with both reporting lines will be crucial to achieving our team's goals and supporting cross-functional initiatives.

What you will bring to the role:   

Education:

  • Bachelor’s degree in engineering, public policy, economics, or a related field. Advanced degree a plus.
  • Education equivalency may be considered.

Experience:

  • 4–7+ years of experience in energy policy, markets, or regulation, ideally with time spent at or working directly with FERC.
  • Deep knowledge of PJM market structures and governance, including capacity markets and transmission planning protocols.
  • Strong familiarity with other energy markets and policies also highly valued.

Technical Skills:

  • Demonstrated experience interpreting complex regulatory language and translating it into strategic or operational insights.
  • Experience engaging in or managing stakeholder processes or regulatory comment filings a plus.
  • Exceptional communication, analytical, and writing skills
  • Prior experience at FERC, a relevant RTO/ISO, or a policy-oriented energy firm strongly desired.
  • Technical grounding in energy systems, transmission infrastructure, or capacity resource planning desired.
  • Understanding of EPA regulations and carbon markets is a plus

Working Conditions:

  • Hybrid Office/Work from home position, with possible very minimal travel to meet business users at Capital Power facilities or other offices.

Additional Details:

This position will remain open until a suitable candidate is found.

The pay range for this position is $126,990.00 to $148,155.00.

The specific rate will depend on the successful candidate’s qualifications and prior relevant experience.
