Job Description Summary
The Facilities Department HVAC Technician Supervisor is responsible for performing and supporting technicians who perform a variety of routine semi-skilled and skilled work related to HVAC maintenance and equipment operation. This position operates the Building Automation System (BAS), edits schedules and programs, checks, resets, and adjusts systems remotely. Responsible for after hours emergency services.--

What you will do
Supervisory responsibilities - 65%
- Ensure that oral and written directives, policy, and ordinances of Weld County are consistently and uniformly applied and reflect actual practice and current operating needs.
- Ability to work effectively in groups of peers and employees.
- Train and appraise performance of technicians; recognize appropriate and exceptional performance; work with subordinate to help correct deficiencies. Take appropriate steps, as necessary, to correct and document substandard or inappropriate subordinate performance.
- Schedule technicians, plan leaves, and ensure adequate human resources are available for a given task; facilitate effective time management by subordinate personnel and efficient use of overtime; document and/or log all data related to the completion of work orders in a timely manner; exercise sound, independent judgment in decision making.
- Facilitate effective communication; investigate complaints on assigned subordinates; evaluate working conditions for safety improvements; investigate and report subordinate on-the-job injuries and damage of county property as necessary.
- Conduct informal administrative investigations; motivate subordinates to be safe and vigilant in their duties; prepare written reports, logs, and other documentation as required by assignment.
- Maintain constructive working relationships with peers, subordinates, superiors, administrative staff in the Buildings & Grounds Department and other county departments.
- Perform on-going training needs assessment; assist in development of minimum job competencies, and development of an annual training plan.
- Perform job assignments as directed by the Superintendent and/or the Director.
- Perform maintenance, i.e. repair/replace, start-up, and commissioning per manufacturers’ specifications for rooftop equipment, make-up air units, exhaust fans, energy recovery ventilators, chillers, boilers, exhaust fans, unit heaters, variable air volume terminals, zoning dampers, dampers, actuators, furnace, fan coils, belts, heat pumps, condensers and commercial appliances.
- Perform low voltage wiring, controls wiring, controls final tie in’s, and terminations.
- Install both soft copper and ACR copper refrigeration piping using proper nitrogen purge and brazing techniques.
- Diagnose and troubleshoot power circuits, motors, controls with voltages of 120/208, 230, 277/480.
- Read and interpret HVAC equipment wiring diagrams, control schematics and to perform building automation programming.
- Read, interpret, and carry out instructions as called for in blueprints, specifications, and sequence of operation instructions, product installation, engineering, and owner’s manuals.
- Use and interpret diagnostic and service equipment including but not limited to volt/ohm meter, amp clamp, manometer, vacuum gauges, combustion analyzer, reclaim machine, nitrogen regulator, vacuum pump, vacuum gauge, digital thermometer and air hood.
- Operate building automation, variable refrigerant pressure, variable speed drives, variable air volume, high velocity/high pressure, humidification, zoning, and zoning controls.
Project administration - 20%
- Plan for equipment upgrades and replacement using Facility Condition Assessment data, manufacturer life cycle schedules, and maintenance schedules.
- Coordinate contractor assistance for emergency and large scale projects.
- Procure bids following County purchasing rules.
- Track data for filter replacement schedules.
- Create method of procedures and protocols for inclement weather situations.
- Organize staff for succession planning and redundancy of operations to include cross training and on-call procedures.
- Review project plans, blueprints, and documents, and make recommendations for equipment types and brands.
- Perform punch walks and work with project management team for project close out.
Energy conservation and technology - 15%
- Evaluate equipment schedules and track energy consumption.
- Recommend upgrades for variable frequency drives and equipment that improves efficiency.
