Security Clearance: Secret
Education Requirement: Bachelor’s Degree in Economics, Mathematics, Operations Research, Data Analytics, or a related field.
Certifications: Industry-level cost estimating certification (e.g., ICEAA CCEA) is required.
Experience Requirement: Minimum of twelve (12) years of experience preparing and updating cost estimates using ACEIT (Automated Cost Estimating Integrated Tools). This experience must be with DoD Program Executive Office (PEO), Project Manager (O6 PM), or Product Manager (O5 PdM).
Job Description:
The Operations Research Analyst Senior I will be responsible for performing a wide range of complex cost analysis assignments that support program life cycle cost estimates (LCCE) and program office estimates (POE). The ideal candidate will possess strong analytical abilities and advanced proficiency in Microsoft Excel.
Key Responsibilities:
- Conduct in-depth cost analysis assignments to support the development of life cycle cost estimates (LCCE) and program office estimates (POE).
- Develop and evaluate cost assessments and cost positions related to systems development, demonstration, and production approaches.
- Analyze the impact on systems and program costs, including conducting detailed analyses of prototype systems.
- Collaborate with subject matter experts (SMEs) to develop Independent Government Cost Estimates (IGCEs) that are defensible at Army and DoD levels.
- Serve as a working leader to lower-grade personnel, providing expert technical guidance and ensuring the quality and accuracy of their work.
- Review, assist, and mentor lower-grade employees’ work to uphold high performance standards.
- Coordinate work efforts with Contract Officer Representatives to ensure compliance with contract specifications and requirements.
- Act as a subject matter expert, offering technical guidance and information to meet programmatic and budgetary requirements.
Qualifications:
- Education: Bachelor’s degree in Economics, Mathematics, Operations Research, Data Analytics, or a related field.
- Certification: Industry-level cost estimating certification (e.g., ICEAA CCEA) required.
- Experience: Minimum of twelve (12) years of relevant experience in cost estimating, specifically using ACEIT.
- Skills: Strong analytical abilities; advanced proficiency in Microsoft Excel; effective communication skills, both written and verbal; ability to work collaboratively in a team environment; familiarity with cost analysis tools and methodologies.
