Job Summary
The Subcontracts Manager is responsible for working with program management and engineering to ensure a comprehensive, clear, and compliant set of contractual documentation are established, maintained and monitored between the company and its major subcontractor. This position has a particularly heavy emphasis on collaborating effectively with program management, engineering, finance, contracts and key subcontractor(s) in FAR compliant acquisition of non-recurring engineering services under cost-type prime contracts and other developmental items.
This individual must work effectively in a fast moving, dynamic business environment to understand program level schedule, cost, and business requirements and manifest these requirements into an integrated and cohesive subcontract arrangement to key subcontractor(s). RFP issuance to subcontractors and subsequent proposal responses, required cost-price analyses, establishment of annual rate agreements and coordinated government assist audits to ensure Incurred Cost Submission and CPSR compliance is paramount to successful business execution. An understanding of working with program management and engineering to develop effective and measurable statements of work is critical. Experience in the overall proposal and procurement process in a DoD environment is required. This role involves critical monitoring and management of subcontractor performance. Ability to synthesize numerous data sources and clearly articulate programmatic needs and challenges along with cross-functional engagement within Leonardo DRS business operations to enable successful program execution is critical to success.
Job Responsibilities
Collaborate with a team of capable program managers, engineers, contracts managers, and program finance to:

Develop subcontract documents, and terms and conditions for the subcontracting material and services (i.e., engineering development programs) in support of multiple contract types

Ensure products and services obtained by the team meet quality, cost, and schedule objectives in accordance with program and company requirements

Review requirements documents (i.e., statement of work and specifications) for clarity and adequacy, and obtain necessary revisions from program management or engineering

Issue complete formal RFQ’s and review supplier proposals. Lead proposal evaluation teams through a supplier selection process after a technical evaluation and cost / price analysis are complete

Negotiate subcontract terms and conditions including price, delivery, quality, and performance requirements. Negotiate required special terms. Ensure independent price / cost analyses are performed as needed. Document the entire fact-finding and negotiation process

Support and coordinate government assist audits as required

Develop the subcontract document, ensuring it complies with Government, Corporate and Company requirements. Obtain management approval prior to issuance to the subcontractor

Participate in subcontractor surveys, audits, and program reviews

Review and monitor payments, commitments, and funds status

Negotiate subcontract changes and responds to all formal subcontract inquiries and issues

Provide subcontract status as required

Work with the business team to document and issue teaming agreements, non-disclosure agreements, and memoranda of understanding

Participate in cross function design reviews and sign offs with project team and subcontractor

Close out subcontracts upon receipt of all deliverable items and final payment

Provide subcontract advice to program managers, engineering personnel, and other related functions such as finance, quality, and contracts.
Qualifications
-
10+ years’ experience in subcontracts management in a DoD environment - Bachelors or Masters in Business, Supply Chain, Finance, Engineering and/or equivalent experience

Working knowledge and experience of DoD FAR procurement regulations as they particularly relate to flexibly priced and other cost type subcontracts

Drafting and administering subcontracts

At least 5 years’ experience utilizing a flagship MRP/ERP system such as Oracle, SAP, Deltek, etc.
