Northrop Grumman is seeking an experienced and motivated professional for the role of Principal Supply Chain Subcontract Specialist (Band 3) with experience in supply chain management, or related fields, to include business and contracts administration. The successful applicant will become a part of Northrop Grumman’s Network Information Solutions BU (NIS) within the Mission Systems Sector, Secure Processing OU which is engaged throughout all aspects of the core technologies used within our major systems.

This position is a 9/80 schedule, hybrid 3-5 days onsite for either San Diego OR Maryland location.

What You’ll get to Do: The full range of the subcontract acquisition process including preparation, solicitation, and execution of a mixed portfolio of subcontracts while ensuring compliance with company policies and procedures. The ideal candidate will understand the buyer and the seller roles in establishing mutually successful business arrangements, with experience in work specifications and solicitations/bid packages, proposal evaluation, price and term negotiations, development of contractual documentation and post award administration.

Candidates must be able to make sound decisions in a timely manner, Strong verbal and written communication skills, display strong interpersonal skills, and have an agile perspective of compliance protocol mandated by regulated industry.

Within the NIS organization the candidate will support a team-based organization and perform activities in a variety of cross-functional areas including but not limited to strategic analysis, complex negotiations, materials planning, procurement execution/award, finance, and internal customer service. Ideal candidates are generally experienced in one or more areas of the procurement or contractual function(s), developing business relationships, and demonstrating an affinity for working with, or understanding both manufacturing and technology.

This position is responsible for executing major subcontract activities and providing contractual support and documentation to suppliers in support of multiple programs.

  • Attend Proposal meetings in support of various program.
  • Supports the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
  • Responsible for source selection from contract proposal to execution phases.
  • Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users.
  • Prepares bid packages, conducts bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
