Responsibilities

Arcfield is looking for Document Control Specialist to:

  • Supports the declassification of the Department of Navy documents, microfilm, microfiche, audio tapes and motion pictures in accordance with Executive Orders (E.O.) 12958 & 13526 and the Navy Declassification Guide.
  • Performs records management tasks, maintains document accountability, and implements security practices in accordance with National Security Information standards and regulations.
  • Performs database administration and data entry using Microsoft Access in support of the Department of the Navy’s Declassification Program.
  • Reviews Carton Information Capture Forms for discrepancies and maintains copies for archival filing.
  • Performs quality assurance of the database prior to upload to the Department of Defense Document Declassification Support System.
  • The candidate instructs staff in effective searching, data entry and general use of the system.
  • The candidate uses initiative to streamline processes in the Technical Reports scanning operation.
  • The candidate oversees the complete digitization process with the end result, a consistently high level of quality/quantity digitally available research reports with pdf’s stored in the classified NAS (Network-attached storage)
  • The candidate conducts classified material inventories.
  • While applying substantial expertise to meet the reporting requirements of NRL Security, the candidate supplies lists of all classified material held by the current Control Points for NRL Security and assists NRL Security with unresolved inventory issues.
  • The candidate assists the current Control points in their classified inventories and also completes the 5596.3 inventories and reconciliation in the required time frame.

Qualifications

Required Qualifications:

  • BS 8-10, MS 6-8, PhD 3-5
  • Must have experience managing bibliographic database records to provide access to our customer’s collection of 700,000+ technical reports.
  • Must edit the Descriptors/Identifiers to facilitate subject searching within the classified and unclassified Reports Collection.  
  • Must be able to create search templates for use in generating statistical reports for Library management, Lab management, and the NRL publications office.
  • Must monitor and provide quality control within in the database, identifies and corrects entry inconsistencies, and creates standardized entry formats to ensure more effective search results.
  • Must be able to edit existing records to document classification sources, and supports NRL and Navy wide declassification and reclassification review work.
  • Must have experience in handling and declassifying documents.
  • Must possess and maintain a current TS level clearance.
