Job Summary

The Senior Emergency Manager serves as a key leader in advancing Amtrak’s Emergency Management Program, driving strategy, implementation, and continuous improvement across the enterprise. This role is responsible for leading regulatory training and exercise initiatives, directing preparedness efforts, and supporting complex incident response operations. The Senior Emergency Manager ensures alignment with regulatory requirements, strengthens organizational resilience, and oversees the development and maintenance of critical plans, policies, and documentation to support a coordinated, effective, and sustained readiness posture.

 

This position can be located in Los Angeles CA, Seatlle WA, or Philadelphia PA.

Essential Functions

  • Lead Regulatory Training & Exercise Strategy Design, develop, and execute regulatory training programs and enterprise-wide exercises. Ensure full compliance with federal, state, and organizational requirements while advancing a culture of preparedness through innovative and scalable training solutions.
  • Oversee Emergency Management Program Implementation Provide strategic leadership for the implementation, integration, and continuous improvement of Amtrak’s Emergency Management Program. Ensure incident management plans, policies, and procedures are aligned with organizational priorities, regulatory expectations, and industry best practices.
  • Direct Incident Response & Stakeholder Coordination Serve as a senior leader during incidents and service disruptions, overseeing response coordination across internal departments and external partners. Establish clear communication protocols and ensure effective decision-making, resource alignment, and operational continuity.
  • Drive After-Action Reviews & Organizational Learning Champion a continuous improvement framework by overseeing debriefs and After-Action Reviews (AARs). Ensure findings are translated into actionable corrective measures, tracked to completion, and integrated into plans, training, and operational practices.
  • Executive-Level Documentation & Program Governance Oversee the development, quality, and governance of all emergency management documentation, including plans, reports, executive briefings, and communications. Ensure accuracy, consistency, and timely dissemination while maintaining enterprise standards for documentation and recordkeeping.

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience
  • Plus 9 years of relevant work experience

Preferred Qualifications

  • Plus 11 years of relevant work experience

Knowledge, Skills, and Abilities

  • Comprehensive knowledge of federal, state, and local regulatory requirements governing emergency management, transportation safety, and incident response (e.g., DHS, FEMA, NTSB, FRA frameworks).
  • Advanced understanding of incident management systems, including ICS/NIMS, emergency operations planning, and continuity of operations.
  • Thorough understanding of after-action review (AAR) frameworks and continuous improvement methodologies.
  • Skilled in building, scaling, and managing comprehensive plans following regulatory requirements and engaging with various stakeholders.
  • Demonstrated ability to lead high-stakes incident response efforts, ensuring coordination, situational awareness, and timely decision-making.
