BACKGROUND

Purpose of Activity/ Assignment:

• Facilitate UNICEF sectoral technical leadership and coordination on Case Management and Information Management for Case Management in humanitarian settings, technical assistance and backstopping to priority countries (L3, L2, refugee and mixed migration settings) and generation of evidence to improve planning, programming, advocacy and resource mobilization.
• Convene interagency coordination on information management for case management IM4CM and the Child protection information management system (CPIMS+) in humanitarian settings in coordination with relevant Primero team members.
• Arrange dissemination, socialization, adaption and strengthening capacities on interagency policy guidance on child protection case management including digitalization.

Individual support to the most vulnerable children using a case management approach and preventing and responding to child separation are at the heart of UNICEF Child Protection in Humanitarian Action mandate as per the UN Convention on the Rights of the Child (CRC), the organization’s Core Commitments for Children (CCCs)1, the Strategic Plan for 2025-20302, and the new Child Protection Strategy for 2022-20303. These are also interagency priorities as defined under the Child Protection Minimum Standards4 (CPMS) by the Alliance for Child Protection in Humanitarian Action (Alliance for CPHA).  

Deploying the CPIMS+ efficiently and effectively, ensuring appropriate IM4CM processes are in place are key in ensuring children are fully protected. Fostering a streamlined governance, the broad Child Protection in Humanitarian Action sector has opted for the norm setting work for case management, supervision, and information management for case management, such as data protection and information sharing protocols, to be hosted with the Case Management Task Form (CMTF) of the Alliance.

UNICEF, UNHCR, Save the Children, the International Rescue Committee, Terre des Hommes - Lausanne, the CP AoR and Plan International as members of the global CPIMS+ SC, promote the use of a standard interagency CPIMS+ as a support to case management programming. CPIMS+ is comprised of software and accompanying tools, including template forms, generic information sharing and data protection protocols, and training materials. 

While closely collaborating, the interagency CPIMS+ Steering Committee and the Alliance for CPHA CMTF maintain distinct governance structures. The CPIMS+ SC reports against activities in the CMTF workplan, contributes to IM4CM activities, and, in close collaboration with the Global CP Area of Responsibility, works together to identify in-country needs and resources for IM4CM and case management where the CPIMS+ is being rolled out.

Scope of Work:

Contribution to global governance and knowledge

• The consultant will support the CPIMS+ Steering Committee in its coordination function in:
  • Convening and documenting meetings, facilitating engagement with the CPIMS+ Technical Team, the GBVIMS Steering Committee/Technical Team, the MRM IMS focal point, the Alliance for CPHA CMTF, the Primero Coordination Committee.
  • Facilitating cooperation on systems interoperability between CPIMS+ and UNHCR ProGres.
  • Updating the group with developments and progress on CPIMS+ and IM4CM activities.
• The consultant will assist the IM4CM work of the CMTF in:
  • Ensuring linkages to the CPIMS+ SC work and CPIMS+ roll-out activities.
