Job Summary
Performs moderately complex management or oversight activates for daily operations of an operating unit or functionalprogram. Work involves establishing short-, mid-, or long-term goals and objectives; developing guidelines,procedures, rules and regulations; developing schedules, priorities, and standards for achieving established goals;coordinating and evaluating program activities; and developing and evaluating budget requests. Plans, assigns, and/orsupervises the work of others. Works under limited direction with extensive latitude for the use of initiative andindependent judgment.

Overview
The Manager-Public Projects manages, oversees, and provides oversight for the development, coordination, implementation, and completion of the DWU construction projects.
Essential Functions
1 Manages activities of staff, inspectors, project managers, and other contractors performing construction work for DWU public utility projects; develops guidelines, procedures, policies, rules and regulations and oversees budget and completion.
2 Identifies needed areas of change and makes recommendations to improve operations. Directing others to implement corrective action, responsibility.
3 Performs site assessments and evaluations; monitors and oversees inspectors and contractors performing work on various construction projects; works with engineers to ensure project is remaining on budget and schedule with limited impact on the community.
4 Reviews and evaluates plans; engages with engineers on current and future projects and designs; provides information and answers questions from the public.
5 Plans, assigns, delegates, and manages the work of subordinate staff; participates in hiring inspectors and other staff, manages work quality, delivers performance feedback, and manages payroll activities.
6 Establishes short-, mid- and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
7 Oversees the preparation of management and productivity reports and studies; manages and oversees billing and contract invoicing
8 Performs inspections when needed; visits project sites to answer questions, provide training, address concerns, and be a visible part of the construction process for the contractors and community.
9 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of local, state, and federal laws and regulations relevant to the operational unit or functional program and the principles and practices of public administration and management.
2 Ability to manage unit/program activities.
3 Ability to establish and obtain operating goals and objectives for unit.
4 Ability to devise solutions to administrative problems and to plan, assigns, and/or supervises the work of others.
5 Ability to develop and evaluate administrative polices and procedures.
6 Ability to disseminate information through the preparation concise reports.
7 Ability to supervise and manage a staff, assign work, and give performance feedback.
8 Ability to administer budget.
9 Communicating effectively verbally and in writing.
10 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS:
EDUCATION:
Bachelor's degree in a business, engineering or construction management field.
EXPERIENCE:
Four (4) years of experience in capital improvement projects that involved design/construction/maintenance and/or inspection of any of the following:
Storm drainage systems
Water/sewer mains
Flood control levee systems
Streets
Alleys
Sidewalks
