Overview:
The Facilities & Operations Directorate (F&O) at Oak Ridge National Laboratory (ORNL) is seeking applicants with experienced leadership and a strong construction project management background for the Division Director of the Laboratory Modernization Division (LMD).
This critical division is responsible for developing the strategic vision and associated plans for modernization of ORNL’s physical infrastructure, including the addition of new capabilities to support the ORNL mission. LMD executes an extensive capital and expense portfolio for ORNL, ensuring projects are delivered in a safe, reliable, timely, and economical manner to the customer.
As a Division Director, you must be passionate about connecting people, mission, and purpose. This includes setting the organizational vision, using a strategic mentality and enterprising approach to plan and implement the mission, and communicating with transparency, empathy, and integrity to build a culture of inclusion.
The successful applicant will provide line management and leadership for the following functions:
Strategic Vision / Planning:

Consult with lab leadership to develop a strategic plan for modernization, capital projects, facility, and infrastructure development using the Mission Readiness Process.

Present measurable facility and infrastructure modernization strategies and desired objectives for those projects.

Organize and communicate the modernization strategy in the lab’s Site-Wide Master Plan, Annual Lab Plan, and other lab-level campus strategy documents.

Collaborate with other F&O division directors and lab leadership to optimize utilization of facility space and modernize aging infrastructure.
Capital & Expense Projects:

Provide oversight for the planning and execution of ORNL's capital, expense, and tenant improvement projects, including managing subcontractors' performance according to DOE and ORNL standards.

Strive for increased value of cost per square foot on such projects.

Lead and leverage resources to ensure the delivery of projects safely, on schedule, within budget, and meeting the customer needs.

Apply innovative and effective management techniques to improve employee and subcontractor performance.
Excess Facilities:

Provide oversight support for the lab’s shutdown facilities, including facilities surveillance, characterization, clean outs, and eventual demolition and disposal projects.
Major Duties/Responsibilities:

Establish and maintain effective relationships with key internal and external customers while leading the implementation and flow-down of DOE requirements to achieve highly reliable compliance, deliver high-quality products, and enable the mission.

Attract, develop, empower, and retain a diverse staff of leaders and technical professionals through effective staff recruitment, training and development, salary planning, performance management, and positive employee relations.

Prepare and implement a tactical divisional business plan in alignment with Directorate and Laboratory goals, incorporating staffing plans, budgets, annual goals, and priorities.

Establish a structure and environment for strategically attracting, developing, motivating, and retaining diverse staff, particularly those with critical skills.

Ensure safe, secure, effective, and compliant operations that implement integrated safety management, compliant with applicable laws, regulations, Work Smart Standards, policies, and procedures.

Build and support an open and encouraging working environment where staff report issues and concerns.<
