Engineering Supervisor- Transmission Planning

Key Areas of Focus:

  • Oversee, manage, and ensure the continued reliable operation of the transmission system in the short and long-term planning horizons
  • Be in conformance with internal, regional, and national requirements and processes, through the performance of regional and local transmission planning studies and related activities
  • Supervise and technically develop multiple teams of professional employees
  • Collaborate with, and often lead teams that include other internal personnel and departments, as well as external entities such as SPP-RTO, WECC, CCPG, CDPHE, NERC, DEEP, and neighboring utilities
  • Identify conditions requiring transmission planning attention and lead cross-functional teams in the development of project need/justification, identification and evaluation of project alternatives
  • Develop and adapt to departmental plans and priorities to address business and operational challenges
  • Contribute to the development of strategy
  • Apply management expertise to set direction, improve processes, and accomplish operational objectives within the department
  • Accountable for the performance, results, and actions of the Transmission Planning group
  • Manage Transmission Planning Team: Develop goals, strategies, and supporting initiatives
  • Set clear individual & team expectations that are aligned with strategic plans
  • Evaluate and provide feedback on results produced from individual and team performance
  • Provide technical/functional expertise in Transmission Planning
  • Identify and resolve complex technical, operational, and organizational problems
  • Technically develop Transmission Planning engineers at all levels of knowledge and experience
  • Provide challenging assignments, promote knowledge-sharing, and work with employees to develop technical and non-technical training and improvement plans
  • Creative, influential, motivating, and clear in communication, both verbally and in writing
  • Effectively develop and deliver formal presentations and technical reports to a diverse audience
  • Ensure the development and updates of Transmission Planning processes, practices, standards, policies, and procedures; promote an environment of continued improvement and striving to achieve repeatable and quality results
  • Initiate studies/activities required to identify issues and system needs, evaluate threats/opportunities, define and prioritize system-wide solutions based on risk, value, and implementation complexity
  • Anticipate monitors and interpret customer/stakeholder needs to identify and implement solutions
  • Develop and manage relationships within Colorado Springs Utilities and with external entities such as SPP-RTO, WECC, CCPG, CDPHE, OCC NERC, DEEP, and neighboring utilities
  • Develop and Promote Inter-Transmission Owner (TO) Relationships: Networks, collaborates, influences, and builds relationships with other regional transmission owners and relevant entities to achieve regional support and cooperation towards Colorado Springs Utilities interests
  • Perform and verify analytical computations as needed in support of business needs including thermal, stability, modeling, etc

Who You Are…  Bachelor's degree in Electrical Engineering is required. Advanced degrees or specialized courses in Electric Power Systems are preferred. You will likely have around seven years of related experience in transmission planning, design, or operations. Demonstrated ability in technically developing and leading teams to solve unique and complex problems that may have a broad impact on the Transmission Business, and to identify, evaluate, and recommend innovative solutions. Strong working knowledge of FERC, NERC, SPP-RTO, and local reliability standards, operating and planning processes and procedures, and transmission planning analytical techniques and practices. Ability to anticipate business and regulatory issues. Software Proficiency: Advanced capability with steady-state power system modeling and simulation software (e.g., TARA, PSS/E, PowerWorld, PSLF, etc.). Additional consideration is given to experience with dynamic stability, short circuits, PV/QV, transfer limit analyses, and software. A Professional Engineering License is desirable.
