Overview
This ADS AHS IT Manager II position is mainly responsible for maintaining and enhancing the IT Activities within the Department of Corrections (DOC). This position develops short- and long-range plans to align the DOC mission and goals with those of Agency of Human Services (AHS) and Agency of Digital Services (ADS).
Examples of Work:
- Oversee the processes necessary to procure, implement and maintain DOC systems such as the Offender Management System (OMS), Electronic Health Record System (EHR), Body Worn Cameras, and network enhancements.
- Vendor management of DOC Commissary and Tablet systems, including associated tablet platform, commissary procurement, grievance monitoring and other services requested by DOC.
- Ensure receipt and review of items related to each DOC system, including but not limited to required security reports, penetration testing, security diagramming and topology, backups and disaster recovery.
- Oversight of the creation and maintenance of internal and external data agreements, and implementation of secure file sharing processes through the State of Vermont's preferred vendor.
- Reference Agency of Administration (AoA) and AHS bulletins and policies, in addition to the ADS standards, in the creation of Requests for Quotes (RFQ), Information, (RFI) Proposals, (RFPs), and eventual contracts between vendors and the State of Vermont.
- Development of functional and nonfunctional requirements as needed for procurement processes, internal development work, and liaison duties with other agencies and departments.
- Work with other ADS and AHS staff to maintain inventory of devices, licenses, applications, servers, printers, and databases to ensure proper support and cost allocation.
Knowledge, Skills and Abilities:
- Support of information technology program activities and functions at a professional level for a department or agency of Vermont State Government.
- Thorough knowledge of the operations, programming techniques and capabilities of computer platforms, software, networks and telecommunications and its peripheral equipment.
- Thorough knowledge of systems analysis, system design and data base architecture.
- Knowledge of budgeting and planning procedures as they relate to information technology activities, as well as State, Federal and grant sources of funding.
- Analysis of requirements, procedures, and problems associated with automating of processing, data analysis, and reporting or to improve existing computer systems.
- Identifies work specifications needed based on goals, plans and objectives.
- Considerable knowledge of supervisory principles and practices.
- Ability to gather and translate requirements into successful program information.
- Ability to communicate effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships.
- Ability to work on multiple initiatives simultaneously and under pressure.

Environmental Factors
Most work is performed in a standard office setting and there is considerable interaction with high level managers and staff, as well as occasional work with other State agencies and interest groups. Work outside core work hours can be anticipated.
Minimum Qualifications
Eight (8) years or more experience in computer sciences, business administration, public administration, mathematics, technical operations management or providing supervision to staff within an IT environment.
OR
Four (4) years or more in an IT Manager role with a combination of experience in computer operations, information technology management/administration or supervisory responsibilities.
Preferred Qualifications
Bachelor's degree.
