The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Chief Financial Officer (CFO). The Chief Financial Officer (CFO) functions as a key member of the Executive Team and Commonwealth. Provides fiscal leadership, strategic oversight and operational leadership of all financial activities related to the state Medicaid program.

The Department of Medical Assistance Services (DMAS) is one of the state agencies under the Health & Human Resources secretariat. It administers a variety of health care programs for qualifying Virginians. Medicaid, a program authorized under Title XIX of the Social Security Act, is financed by the state and federal governments and administered by the states. Currently we cover 1.7 million Virginians and expend $24B. DMAS’ Mission, Vision, and Values to improve the health and well-being of Virginians through access to high-quality health care coverage and services. Due to the importance of the Virginia Medicaid’s financial functions, executive leadership positions within the Agency can be fast paced, with multiple priorities, intense external stakeholder interaction, and frequent change. This also requires a large amount of verbal and written communication.

Job responsibilities will include, but are not limited to:

The CFO role oversees budgeting, forecasting, rate setting, financial compliance, procurement, contract management and fiscal policy to ensure efficient stewardship of federal and state funds. It’s a position where finance, policy and strategy converge.

As part of the agency Executive Leadership Team, the CFO works closely with the Governor’s Office, Office of the Secretary of Health and Human Resources, Department of Budget & Planning, Legislature, federal agencies, Managed Care Organizations and other key stakeholders, such as provider and hospital organizations, to advance the program’s Commonwealth’s financial sustainability, integrity and alignment with strategic goals. Other key responsibilities include analysis of proposed legislation and budget amendments and testimony at legislative committee meetings and budgets.

The incumbent will also have Executive leadership management responsibilities, leading five large divisions and staff. This role includes leadership of cross-functional teams, and coordination with internal departments.

The business needs for this position will have in office requirements to include but are not limited to: Mandatory meetings for Commonwealth Budgetary and Fiscal essential functions, General Assembly, as well as Public Meetings.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Extensive experience of state or federal healthcare financing, federal grants, and legislative appropriations.

Extensive experience/knowledge of federal and state funding mechanisms, rate setting, procurement and financial operations.

Extensive experience in budgeting, forecasting, financial policy development and monitoring expenditure and revenue performance.

Extensive experience with program development, implementation of strategic financial programs (including federal and state requirements).

Extensive experience of systems/programs/computer software, to include Microsoft Suites

Extensive knowledge or experience of federal and state regulations, fiscal control
