Position Description

The Anoka County Human Resources Department provides a full spectrum of talent management services including but not limited to classification, compensation and benefits, recruitment and selection, employee relations, labor relations, performance management, and organizational development.

We are looking for a Lead Human Resources Business Partner with a strong emphasis in benefits and leaves to join our team. The successful candidate will play a vital role in managing and administering the employee benefit and leave programs, which include employee communication, day-to-day benefit administration, and working closely with our HR Partners and vendors while ensuring compliance with local, state, and federal regulations. 70% of the role will focus on providing strategic human resources support to an assigned department, which includes performance management, employee relations, labor relations, recruitment, compensation, and classification. The remaining 30% will include acting as a subject matter expert for benefits and leaves, offering specialized knowledge and guidance for Anoka County.

This is a full-time, exempt, hybrid position. Interviews will take place the week of September 1st, 2025, for those selected to move forward in the hiring process. 

Pay & Benefits

  • Salary: $74,214 to $89,065 ($35.68 to $42.82 per hour).

  • 2025 Anoka County Salary Schedule Grade 34: $74,214 to $103,896 ($35.68 to $49.95 per hour).

Work Location

  • This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.

  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.

  • Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Lead Human Resources Business Partner.

  • Administer benefit plans, including health, dental, vision, life, and disability benefits.

  • Liaison between insurance vendors and employees.

  • Create and prepare communications to employees and Anoka County leaders regarding benefit plans. This includes maintaining benefit information booklets and facilitating open enrollment and benefit information sessions.

  • Administer leave programs, including Family Medical Leave Act (FMLA), MN parental leave, Military Leave, Donated Leave and Anoka County leaves types and ensuring compliance with relevant laws and regulations.

  • Manage leave requests, including reviewing documentation, tracking leave balances, and communicating with employees and managers.

  • Maintain accurate leave-related records and ensure private information is managed properly and securely in compliance with HIPAA regulations.

  • Provide daily direction and expert level strategic counsel on a wide range of HR programs such as employment, compensation, EEO, training, benefits, personnel records, and employee relations using county policy and procedure to solve issues.
