The Corporate Services & Facilities Department (CSF) has a vacancy in its Facilities Management (DF) Division for a Facilities Officer. Under the general supervision of the Chief of Construction Management (CM) Section of the CSFDF, manages capital projects and administers the internal policies, processes, procedures and project controls of capital projects.
The Facilities Officer shall perform the following duties:
Main Duties and Responsibilities
- Coordinates and engages with Fund departments and service providers to communicate facilities and workplace business requirements. Directs multiple design, construction, and renovation projects and ensure that schedules, budgets, and commitments are delivered on, and recommendations and decisions are based on sound data analysis.
- Direct, monitor and oversee contract and vendor management of assigned projects.
- Manages the acquisition of building systems, components, and ancillary services, and evaluates their effectiveness in meeting the needs of the Fund. Develops statements of work, evaluates service proposals and leads. Leads negotiations of agreements and contracts in collaboration with Procurement. Manages outsourced contract services. Develops and manages budgets in accordance with work scope and assignments.
- Establishes, reviews, and revises CM processes and procedures.
- Develops reports, memorandum, presentations for CM portfolio and CSF/DF management that give views of current and projected project status, trends, risk areas and identifies opportunities.
- Direct and monitor the project’s overall development to ensure that IMF policies are enforced, that the project is moving according to the approved schedule, meets established qualitative standards, and is in compliance with the approved financial constraints.
- Direct and monitor the performance of the external consulting team consisting of architectural/engineering/specialty expertise to ensure that the IMF’s programmatic requirements are fully identified and developed, that these requirements are then comprehensively translated into effective design solutions with consideration to first and life-cycle costs, installation methodology, long term maintainability, schedule and financial constraints, and that the overall design solution is effectively developed into the appropriate contract delivery package.
- Direct and monitor the activities of the general contracting team to ensure the project is moving according to the approved schedule, meets established qualitative standards, and is in compliance with the approved financial constraints, and make adjustments as required to keep the project on a successful path.
- Develops and manages work plans to address issues and solve problems. Works closely with peers across the different Sections and departments to build relationships to ensure that project delivery is integrated, seamlessly, cost effectively, delivered in a timely manner.
- Assists Fund departments in assigned area of expertise, ensuring that facilities-related questions or enquiries from staff members are handled effectively, issues are surfaced, and problems resolved based on the Fund’s standards and or requirements.
Qualifications:
- Educational development, typically acquired by the completion of an advanced university degree in Business, Corporate Real Estate, Engineering, Architecture, Facilities Management or related field; or a bachelor’s degree, supplemented by a minimum of six years of relevant professional experience is required. In the alternative, a minimum of two (2) years of experience in a related position at Grade A08, or equivalent, is required.
- Certification as Project Management Professional (PMP), LEED, WELL or equivalent is preferred.
In addition to the qualifications listed above, the ideal candidate should have the following skills and competences:
- Must be proficient in MS Office suite of tools (i.e., Word, Excel, PowerPoint, Power BI, Project); PeopleSoft Financials and Clarizen experience is a plus.
- In-depth technical knowledge and experience in construction project management, understanding of the Fund’s budget and administration frameworks.
- Thorough knowledge of the Fund’s financial and procurement processes that are used to manage construction projects.
- Sound judgment and utmost discretion in dealing with confidential and sensitive projects.
- Excellent organizational, communication and presentation skills, both oral and writing; the proven ability to handle multiple/conflicting priorities; and to work effectively under pressure.
- Outstanding interpersonal skills and approach to teamwork, and proven ability to establish and maintain effect
