Job Description
AECOM is seeking a Senior GIS Planning Analyst - Water Facilities to support the Chicago Department of Water’s multi-billion Capital Improvement Program (CIP).
This is a key position within the Water Main Design task of the program to support the Planning Manager in developing and maintaining a prioritized water main replacement candidates and associated lead service line replacement (LSLR) list to meet annual CIP mileage and LSLR goals.
This role will include developing and advancing new CIP & LSLR programs including joint DWM water/sewer CIP, 3rd Party coordinated water main and LSLR programs and strategically developed programs to utilize local, state and federal funding. Additionally, the technical development of systems to manage CIP programs more than 40+ miles of water main and 20k+ LSLR will be a core function of the role.
Coordination with other major task lanes such as Program Controls, Applied Technology and Water Quality will be required. This role will include the mentoring & development of entry to mid-level planning analysts.
Role Responsibilities:
- Analysis of other agency planning data within the City of Chicago to identify conflicts and coordination opportunities to assist with prioritization of CIP projects.
- Ability to work in an evolving team environment as well as independently depending on the project/request.
- Lead internal planning processes related to the selection of water main and LSLR projects to meet DWM requirements.
- Develop new CIP workflows and systems as required. Coordinate with all stakeholders including leading the planning functions of complex programs including joint DWM water/sewer and LSLR projects.
- Create, maintain, analyze and share project data via the ESRI ArcGIS suite as well as Power BI.
- Ability to interface and work effectively with various levels of the client organization and other City agencies.
- Strong understanding in data management, data sourcing and query understanding.
- Strong understanding of financial programs to assist in planning work within the framework of available funding. Coordination with DWM Finance and Program Controls to strategically target funding sources to align with proposed planned CIP.
- Train and develop early to mid-level planning analysts.
- Develop technical systems to support planning functions.
- Direct support to the Planning Manager and Water Main Design Task lead as required, including leading core managerial functions when the leads are unavailable.
Qualifications
Minimum Requirements
- BA/BS + 8 years of related experience or demonstrated equivalency of experience and/or education
Preferred Qualifications:
- Bachelor’s degree in urban planning, water resources, engineering or a related discipline and 5+ years of planning experience.
- 2+ years of ESRI ArcGIS experience
- Proven expertise with various business platforms including Microsoft Excel, Power BI and SQL databases.
- 10+ years of progressive experience in planning and/or business analysis related fields including managing teams and projects.
- Experience in working on municipal water utility projects.
- Experience in water quality and LSLR regulations and implementation programs.
- Proven interpersonal skills, including client interaction, public speaking, and persuasive ability; strong project financial management along with ability to lead diverse, multi-disciplined teams.
