The Strategy and Evaluation Division (ICDSE) of the Institute for Capacity Development (ICD) Department has a vacancy for an experienced Economist/Senior Economist.

ICDSE is responsible for coordinating the overall governance and strategy of the Fund’s capacity development (CD) program, which now accounts for around a third of Fund output. The overarching objectives of the policies developed by ICDSE are aimed at (i) enhancing the impact of the Fund’s CD and (ii) increasing the efficiency of CD processes and systems.

ICDSE helps achieve these objectives through acting as secretariat to the Committee on Capacity Building (CCB); leading the development and implementation of the Fund’s 5-year CD strategy; coordinating the Fund’s budgeting and planning cycle to facilitate improved prioritization; overseeing the framework for assessing CD performance through evaluation and results-based management; and development of discrete policy guidelines on issues like integration with surveillance and lending and the dissemination of CD output.  

The successful candidate is expected to contribute across the full range of the division’s work program, including the implementation of 2024 CD Strategy Review (CDSR). The role will require liaising closely with area and functional departments on CD policies and governance. Under the direction of the Division Chief/Deputy Division Chiefs, the successful candidate will have the opportunity to advance the substantive work program related to the implementation of the CDSR, prepare background analysis for the CCB to inform CD prioritization, liaise with other departments including SPR, and analyze the impact of CD in member countries, including by using the granular data now available through CDMAP. This position is also expected to have a particular focus on developing policies, practices, and guidelines designed to enhance the integration of CD with surveillance and lending, and report on this to Management and the Executive Board. The selected candidate will also have the opportunity to lead the strategic and operational work on enhancing the dissemination of CD output. Depending on the candidate’s background and interests and the divisional work program, there may also be an opportunity to contribute to CD delivery within ICD.

Qualifications:

In addition to the qualifications set forth in the job standards, the successful candidate will need to be a fungible economist with strong analytical and interpretive skills as well as excellent oral and written communication skills; sound policy judgment and strong knowledge of Fund policies and practices; a strong drive for results with the ability to execute multiple tasks and meet deadlines; and a very strong sense of teamwork. Previous involvement with capacity development as a deliverer or area department counterpart would be highly desirable.
