Job Summary
Are you ready to lead program controls on one of the most complex and visible aviation capital programs in the United States? TYLin is seeking a Senior Program Controls Manager to support major capital improvement initiatives at San Francisco International Airport. This role is responsible for establishing, managing, and continuously improving program-wide controls that enable informed decision-making, accountability, and successful delivery.This is a senior leadership position requiring close collaboration with airport leadership, project managers, consultants, and contractors. You will oversee cost, schedule, reporting, and governance processes across multiple concurrent projects in a highly regulated, fast-paced airport environment.
Responsibilities & Qualifications
What You’ll Do
Lead and oversee program controls functions across SFO’s capital improvement program, including cost management, scheduling, change control, risk management, and reporting.
Establish and maintain program-level standards, procedures, and controls to ensure consistency, transparency, and compliance across all projects.
Manage and integrate project information from multiple systems and sources to provide accurate, timely insights to executive stakeholders.
Develop and deliver executive-level dashboards, reports, and briefings that support strategic planning and decision-making.
Partner with project managers and delivery teams to monitor performance against budgets, schedules, and key milestones.
Identify trends, risks, and variances; recommend corrective actions and process improvements.
Provide leadership, mentorship, and oversight to program controls and support staff.
Serve as a trusted advisor to airport leadership on program performance, controls strategy, and best practices.
What We’re Seeking
Extensive experience leading program or enterprise-level controls on large, complex capital infrastructure programs.
Strong understanding of cost management, scheduling, forecasting, change management, and performance reporting.
Proven ability to work effectively with senior executives, public agency stakeholders, and multidisciplinary delivery teams.
Experience operating in highly regulated environments such as aviation, transportation, or other public infrastructure programs.
Confident, decisive leadership style with excellent communication and stakeholder management skills.
Required Qualifications
Bachelor’s degree in Construction Management, Engineering, Business Administration, or a related field.
10+ years of experience in program controls, project controls, or capital program management.
Demonstrated experience supporting large, multi-project capital programs (aviation experience strongly preferred).
Strong knowledge of capital project lifecycles and project delivery methods.
Advanced analytical, organizational, and reporting capabilities.
Ability to work full-time on site at San Francisco International Airport.
Preferred Qualifications
Experience working directly with airport authorities or public-sector owners.
Familiarity with capital program management systems and reporting platforms.
Professional certifications such as PMP, CCP, or similar.
Experience leading or scaling program controls teams on major infrastructure programs.
