JOB SUMMARY

 

Leads and performs enterprise-level quality assurance activities supporting Salt Lake County’s application development, digital services, and web platforms. Ensures software solutions meet business requirements, functional specifications, security standards, and user expectations through structured Quality Assurance (QA), Quality Control (QC), and User Acceptance Testing (UAT) practices.

 

Supports projects across IT and the County, and embeds quality practices throughout the system development life cycle to reduce risk, improve delivery outcomes, and ensure stable, secure, and maintainable systems.

 

MINIMUM QUALIFICATIONS

 

Bachelor’s degree from an accredited college or university in Information Technology (IT) or other closely related field, plus four (4) years of quality assurance and testing experience in a similar environment, size, and scope; OR an equivalent combination of eight (8) years of related education and experience, including at least four (4) years of quality assurance and testing experience in a similar environment, size, and scope.

 

One (1) year of experience of incorporating QA into CI/CD processes and working in a DevOps team is preferred.

 

Professional certifications in the QA and testing field (ASQ, ISO9000, IOSQA, CSQA) are preferred.

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

 

ESSENTIAL FUNCTIONS

  • Leads quality assurance activities across multiple IT projects and operational systems.
  • Serves as the QA subject-matter expert for application development initiatives.
  • Validates business requirements against delivered functionality.
  • Identifies, documents, tracks, and verifies defect resolution.
  • Defines, implements, and continuously improves QA standards and methodologies.
  • Plans, designs, and executes functional, regression, integration, and UAT testing.
  • Participates in sprint planning, backlog grooming, and release planning.
  • Embeds QA practices into CI/CD pipelines and DevOps workflows.
  • Supports automated testing strategies where appropriate.
  • Provides QA oversight for enterprise modernization initiatives.
  • Identifies quality risks and recommends mitigation strategies.
