General Description and Classification Standards

The Vehicle for Hire ATL Enforcement Officer is responsible for performing inspections and enforcing the City of Atlanta ordinances designed to ensure Atlanta’s citizens and visitors have access to safe, courteous, and professional vehicle for hire services. Along with the enforcement of all parking statutes and ordinances of the State for which the Police Department is accountable.

This position is mission essential with a shift work schedule to service a 24/7 operation.  Enforcement Officers are required to work year-round, including holidays and weekends.  These individuals also work during inclement weather and emergencies. Traffic Enforcement Officers are required to always wear provided protective gear.

Physical Requirements

While performing the duties of this job, Enforcement Officers must be able to stand for long periods of time (in two-hour intervals) on concrete in a traffic crosswalk. Enforcement Officers are regularly required to walk; use hands to handle or feel; reach and motion with hands and arms; step up and down curbs; blow a whistle; and talk or hear and visually observe vehicle and pedestrian traffic activity.

Must be able to pass pre-employment physical.

 

Essential Duties & Responsibilities                       

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.  May perform other duties as assigned.

  • Directs and controls the flow of traffic in an assigned area within the Hartsfield-Jackson Atlanta International Airport.
  • Enforces City and airport facility traffic, parking, taxicab, and limousine ordinances, etc.
  • Enforces parking ordinances, identifying violators, and issuing parking tickets.
  • Impounds vehicles disrupting traffic flow and/or illegally parked for an extended time.
  • Assists with disabled vehicles.
  • Performs crosswalk/crossing safety duties, standing and walking for long periods of time; up to two hours.
  • Requests radio dispatcher to run vehicle license tag checks and verifications as needed, requests towing assistance for disabled or impounded vehicles.
  • Enforces all City and state codes, ordinances, laws, and regulations to ensure safe vehicle for hire operations.
  • Conducts inspections of vehicles for hire to ensure compliance with City ordinances regarding operating requirements, cleanliness and condition of vehicles and safety standards.
  • Issues vehicle for hire permits and receipts.
  • Patrols airport areas to check for vehicle for hire permits, inspection stickers and Georgia driver’s license, issues citations to violators.
  • Monitors vehicles entering airport waiting areas for authorized vehicles and payment of fees; inspects same for ordinance compliance.
  • Investigates customer complaints against operators of vehicles for hire.
  • Tests drivers who are wishing to enter the vehicle for hire industry. What does this mean?
  • Testifies at hearings; may enter recommendation of hearing officers into computer system.
  • Organizes and prepares evidence for court hearings which includes reviewing citations, scheduling hearing officers and contacting complainants.
  • Schedules and contacts hearing panel members for court meetings.
  • Communicates effectively and coherently over law enforcement and police radio channels initiating and responding to radio communications.
  • Contacts vehicle for hire drivers and/or companies to collect unpaid fines assessed by hearing panel members.
  • Responds to questions, complaints, and requests for information by telephone, in person and by mail from visitors, vehicle for hire operators, the public, employees, superiors, etc. proceedings. Confused with the use of “proceedings” at the end of this sentence.
  • Conducts additional background investigation on vehicles for hire drivers returning to duty following suspension, verifying eligibility for reinstatement to the industry.

Works under direct supervision and follows standard procedures and written instructions to accomplish assigned tasks. No leadership provided; may oversee temporary or contract workers as needed or provide guidance in the absence of a supervisor.
