We are looking for a Business analyst - 4613 to work for our client, the European Commission, remotely.
Job Responsibilities
- Analysis of business and functional requirements of IT systems and infrastructure for the DSA, including a review of usability of existing IT systems and building blocks in the Commission. This includes the delivery of a written report based on this analysis.
- Project management (business side) of the systems required to implement and enforce the Digital Services Act.
- Provision of expert advice and assistance in relation to the IT systems, security and infrastructure for the DSA.
- Extensive stakeholder consultation and testing of user requirements with the Commission, Member States, and possible other identified stakeholders. This includes organizing dedicated remote workshops.
- Preparation of vision documents and communication materials, such as mock-ups of the IT systems, security, and infrastructure and other internal presentations.
- Estimation of costs, timescales, and resource requirements for the successful development of the IT systems and infrastructure for the DSA. This includes the delivery of a written report of this estimation.
- Preparation of the necessary internal documents on IT Governance for the development of the IT systems and infrastructure for the DSA.
- Liaise with the policy team, as well as other relevant teams, and duly reflect their needs to ensure that the preparation of the information systems and infrastructure reflects the needs of the DSA.
- Preparation of a hand-over document for the purpose of the future development of the IT systems and infrastructure for the DSA.
Job Requirements
- Strong capacity in preparing and writing business analysis, as well as other documents (e.g. test cases) that are necessary for the development and testing of IT systems and databases.
- Ability to carry out comprehensive user requirement gathering and analysis, including through stakeholder identification and consultation processes.
- Ability to understand and gather business requirements, including for all relevant user groups, and translate them into IT features and requirements.
- Experience in design of IT systems and databases, along with fast preparation of necessary documents, tools, and visual materials, e.g., mock-ups.
- Experience working in agile environments and via innovative techniques to engage customers during the project.
- Ability to adjust flexibly to unexpected changes in scope or requirements.
- Creative and independent, team player, communicative, passionate about information systems and eager to learn.
- Knowledge of information systems, security infrastructure and ability to analyze different solutions for a technical development problem and formulate advice.
- Very good knowledge of application security, vulnerability management, data security, implementation of security requirements, design specifications and compliance controls, cloud security, logging and monitoring, third party security management, security issues related to software pilots, system upgrades and enhancements, and creation of process/procedure documentation.
- Ability to give business and technical presentations.
- Ability to apply high quality standards.
- Very good communication skills with technical and non-technical audiences.
- Ability to understand, speak and write in English C1.
SPECIFIC EXPERTISE
- Good knowledge of the PM2 project management and agile methodologies.
- Knowledge of identity and access management, risk management, IT audits and security.
