SUMMARY
The Director of Proposal Compliance & Capture Integration is a leadership role responsible for ensuring proposal submissions meet stringent compliance standards while also providing director-level oversight on capture strategy and technical solution alignment. This position bridges proposal development and capture execution, playing a critical role in interpreting solicitation requirements, enforcing internal proposal protocols, and guiding win strategy formulation. The Director collaborates closely with capture managers, technical leads, and proposal teams to ensure submissions are both compliant and compelling. This role also mentors staff and supports the integration of AI tools into proposal and capture workflows.
ESSENTIAL DUTIES & RESPONSIBILITIES

· May lead the review and interpretation of solicitation documents (RFPs, RFIs, RFQs) for compliance with FAR, DFARS, and agency-specific requirements.
· Establish and enforce proposal compliance standards, templates, and checklists across all phases of the business development lifecycle.
· Serve as a senior compliance authority for proposal submissions and ensure all volumes meet formatting, content, and submission-readiness standards.
· Provide director-level input into capture strategy development, ensuring compliance and technical approach are synchronized from pre-RFP through final submission.
· Collaborate with capture and proposal managers to develop win themes, technical discriminators, and compliance-forward solutions.
· Support the development of technical narratives and ensure alignment with PWS/SOW requirements, evaluation criteria, and customer expectations.
· Lead or participate in Black Hat reviews, solutioning sessions, and color team reviews to reinforce proposal and capture compliance and technical strategy.
· Mentor business development staff on compliance protocols, document standards, and the strategic application of AI tools for proposal and capture support.
· Maintain and enhance compliance matrices, proposal tools, process documentation, and reusable content libraries.
· Integrate AI technologies into proposal and capture workflows to improve content generation, editing, and compliance validation.
· Oversee or directly manage proposal efforts as needed for high-visibility or strategic pursuits.

Required (Minimum Necessary) Qualifications
· Bachelor’s Degree in English, Communications, Business, Engineering, or a related field.
· Minimum 10 years of experience in government proposal development, including compliance oversight and capture support.
· Strong knowledge of federal solicitation structures, procurement regulations, and compliance standards (FAR, DFARS).
· Demonstrated experience advising or leading capture strategy and technical approach development.
· Proven ability to manage and mentor cross-functional business development teams.
