Metering Technician (Trainee, Technician & Senior Technician)

Performs the installation, removal, testing, calibration, repair and maintenance of electronic metering devices and associated automated data collection endpoints. Reads utility meters and record power usage to facilitate the City's billing process. Incumbents in this classification are subject to on-call phone rotation based on the on-call schedule.

• Installs, calibrates, troubleshoots and replaces Electric End Points, Water End Points, and AMR Communications systems, and associated infrastructure.

• Installs, tests and maintains all Instrument Rated Revenue Metering. 

• Develops, tests and installs Water and Electric Meter Programming. 

• Investigates metering and remote terminal unit (RTU) irregularities, makes minor adjustments/repairs/calibrations or servicing.

• Performs monthly battery tests and preventative maintenance on the AMR field network controllers and completes the monthly reports as needed for supervisory review.

• Assists with DAC connection and disconnection of utility services.

• Assists with Permit/Inspection on Solar installations.

• Uses instrument-grade calibrators and notebook computers to make inquiries, to activate and test programs for all End Points, AMR Transmitting and Receiving devices and Electric Metering Equipment. 

• Operates power metering test equipment to locate the cause of defective performance and initiates the repair process by in-house process or by contractors, manufacturers.

• Coordinates with utility billing and GUS in the change out of damaged End Points so that accounts can be remotely read. 

• Ensures that work orders are complete by reviewing the work order report.

• Assists utility billing with customer issues and manual meter reading.

• Performs other work as required.

MINIMUM QUALIFICATIONS:

Education, Training & Experience Guidelines

Metering Technician, Trainee:

High School diploma or equivalent.  One (1) year of full-time related industrial experience performing work consistent with this classification.  OR Any combination of experience, training and/or education that provides the required knowledge, skills, and abilities.

Metering Technician:

Requires a technical & conceptual understanding of utility metering and AMR systems as a process control. Education or equivalent training typically gained through completion of high school or equivalent (GED) program and a certification or vocational training program, plus one (1) to three (3) years of directly related industrial experience.

Metering Technician, Senior

A comprehensive background in Electric and Water utility metering and AMR systems is strongly desired. Education or equivalent training typically gained through completion of high school or equivalent (GED) program and a certification or vocational training program, plus three (3) to five (5) years of directly related industrial experience.

Certification from a vocational training program or an Associate’s degree for an accredited college or university with major coursework in electrical or electronic technology may be substituted for the one (1) year of experience requirement.

Knowledge of:

• Medium distribution and services voltages (12.5; 24.9; 480, 120/208VAC) electrical systems, water systems, logic circuits, meter programming, computer systems and safety.

• Utility metering and AMR systems as a process control.

• Intelligent device Communications protocols, (Modbus, DNP, ICCP); Boolean logic, NESC or NEC standards.

• Methods, procedures, tools and equipment in testing electrical and electronic metering devices.

• Installation and maintenance of electric metering systems.
