Program Analyst IV – Medical Regulatory & Acquisition StrategyXcelerate Solutions is seeking a Senior program analyst who will support Joint Program Executive Office for CBRN Defense (JPEO-CBRND) Medical Regulatory and Acquisition Strategy (MRAS) team. In this role, you will support the MRAS Team of medical acquisition advisors and partners in the Medical Countermeasure product development space to develop synchronized, executable regulatory and acquisition strategies by applying your knowledge of CBRN and medical acquisition processes to support full lifecycle acquisition planning and management. - Facilitate milestone planning by preparing, reviewing, and updating technical briefing materials, documents, and program schedules; and developing and implementing technical and programmatic plans and measures to track programs.
- Draft, review, staff, file, and update various documents to include acquisition documents, memos, information and issue papers, briefings, etc.
- Track status of taskers, staffing packages, action items, meeting minutes, program milestones, and monthly reports
- Ensure product teams are aware of deadlines, assignments, and objectives.
- Assist in maintaining program management tools and processes.
- Assist in review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.
- Tailor DoD acquisition policies to drug development and biosurveillance activities.
- Support MRAS leadership with medical program acquisition coordination to include:
- Develop statements of work and procurement request packages
- Prepare/staff briefings to support market surveys and RFIs
- Analyze acquisition strategies
- Develop resource loaded schedules
- Track and trend knowledge points and risks through the medical portfolio
- Track and trend FDA regulatory intelligence
- Assist with full lifecycle project management and oversight of all projects, to include:
- Review/provide input into lifecycle management plans to ensure compliance with regulation
- Monitor EVMSs appropriate for pharmaceutical development and within the constraints of the FDA approval process
- Plan and provide input to program Integrated Baseline Reviews
- Analyze 3rd party deliverables and performance to identify indicators and trends to inform leaders based on data-driven decisions
- Required: Bachelors Degree
- Required: 5+ years in project management, engineering management, DoD acquisition or related subject of comparable complexity.
- Required: 5+ years’ working knowledge of the acquisition processes and policies as outlined in DoDI 5000.02 related to product development, production, and sustainment.
- Required: 5+ years’ experience within the acquisition workforce
- Desired: DAU Program Management (Practitioner) certification or course completion
- Desired: Working knowledge of the Chem-Bio Defense Program and the JPEO-CBRND organization.
