SUMMARY

This position assists the Security Operations Manager in managing the personnel and programs of the Security Operations Division to comply with 49 CFR Part 1542, “Airport Security,” regulated by the Transportation Security Administration (TSA) and other federal, state, and local regulations required to operate Charlotte Douglas International Airport. He/she manages the daily operations of the Security Operations Division through direct supervision and subordinate supervisors. He/she supervises and directs the work of the Security Operations Supervisors, Security Operations Coordinators, Security Operations Agents, as well as the contract for Security Services. He/she serves as the in-charge person in the absence of the Security Operations Manager. This position ensures compliance with 49 CFR Part 1542 and acts as the Alternate Airport Security Coordinator. He/she occupies a significant role in the organization ensuring the security of persons and property at the Airport. Serves as a management representative for the City of Charlotte Aviation Department and manages response and resources during emergency conditions and irregular operations. He/she reacts quickly, calmly, and exercises independent judgement and initiative to protect persons, property, and ensures compliance. Requires effective skills to lead and motivate a diverse staff, exercises considerable independent judgement and initiative, and maintains effective working relationships with stakeholders and the public.

ESSENTIAL DUTIES & RESPONSIBILITIES:
1.    Assists in the management of personnel and programs required to operate a Category X commercial airport in compliance with the Transportation Security Administration (TSA) and other federal, state, and city regulations. 
2.    Oversees the development and implementation of, and compliance with, standard operating procedures. Ensures all Security Operations Standard Operating Procedures (SOPs) meet the requirements of 14 CFR Part 139 and 49 CFR Part 1542. 
3.    Assists in administering the Airport Security Program and ensures its compliance with TSA regulations and security directives. 
4.    Serves as an Alternate Airport Security Coordinator and alternate point of contact for security-related activities and communications with TSA, CMPD, Customs and Border Protection, Federal Air Marshal Service, Secret Service, FBI, and other law enforcement agencies. Maintains all records, reports, and logs, ensuring regulatory compliance and SOP protocols, as required. 
5.    Must be available for 24/7 response and call-back during rotating on-call ASC schedules.
6.    Formulate comprehensive and concise instructions/procedures in both oral and written form. 
7.    Create and update policies and procedures and make recommendations for improvements in security, safety, and efficiency. 
8.    Ensure enforcement of airport rules and regulations that govern the security of the Airport.
9.    Responds to and participates in airport emergencies and irregular operations, establishes priorities, and makes timely decisions under stressful conditions to emergencies and incidents of various size, scope, and scale. Takes charge until relieved by a higher authority. 
10.    Coordinates and assists the Security Operations response efforts in emergency operations. Serve as Branch Manager for incident command, as needed. Serves as Section Chief in the AEOC in the absence of the Security Operations Manager. Ensures that response follows Airport Emergency Plan (AEP) and standard operating procedures and follows the National Incident Command Systems (NIMS) protocols.
