PURPOSE OF THE POSITION:

The Assistant Director S&C Construction will provide leadership and oversight for both unionized and salaried Signals and Communications (S&C) employees.  Territory is predominantly from Kansas City south to Mexico. The successful candidate will be responsible for all phases of the work such as testing, planning, material handling, inventory control, and management of signal employees.

 

POSITION ACCOUNTABILITIES:

• Develop and assist in leading CPKC’s S&C Safety plan which includes managing required safety accountabilities and efficiency testing for area of responsibility;        
• Develop an achievable integrated Construction plan that delivers to S&C Standards and Red Book Requirements. Manage FRA regulatory testing and Asset Configuration Management during the construction and commissioning of S&C projects.

• Assist with the implementation CPKC’s PTC wayside systems;

• Modify the integrated plan according to adjustments in demand and schedule;
• Provide continues improvement to reliability and unit cost;
• Fully utilize the collective bargaining agreement for effective work management;
• Assist with preparation of contractor scope of works;
• Oversee S&C employees in the S&C Apprenticeship program;
• Manage project budgets, material deliveries, and quality of construction;
• Coordinate activities with S&C Senior leadership team;
• Ensure compliance with CPKC’s commissioning standards and work methods;
• Oversee Managers of S&C Construction;
• Constantly improve safety, cost and schedule though out the year;
• Mentor and develop S&C staff.

 

POSITION REQUIREMENTS:

• ABET Accredited Bachelor of Science in Electrical Engineering or equivalent is preferred;
• Required High School diploma or GED;
• Minimum 8 years of maintenance, construction and testing/in-servicing experience as it relates to Train Traffic Control and Highway-rail Grade Crossing Warning Systems;
• Project Management experience;
• Problem solving/strong analytics;
• People leadership experience;
• Ability to communicate with other teams as well as regulatory agencies at all levels.
• Working knowledge about railroad signal principles and equipment;
• Knowledgeable about signal standards;
• Knowledgeable about the Code of Federal Regulations Parts 234, 235, and 236;
• Knowledgeable about the Manual of Uniform Traffic Control Devices; Demonstrated ability in Planning, Prioritizing and Execution to the plan;
• Excellent computer skills (Microsoft Word/Excel/PowerPoint/Outlook/Visio);
• Excellent problem solving and analytical skills;
• Proven ability to communicate effectively both verbally and written;
• Leadership and strong interpersonal skills;
• Ability to be available for emergency situations;
• Significant travel and overnight stays;
• Demonstrated commitment to safety, regulatory, policy, and standards compliance;
• Proven dedication to leading safety initiatives;
• Dedicated to safe, on-time, on budget, quality construction;
• Valid Driver’s License required.
