General Function: 

Coordinates, conducts, or assists with investigations, reviews, record keeping, training, reporting, budget management, grant management and data management pertaining to Title IX, Title VI, Title VII, affirmative action, Pregnant Workers’ Fairness Act, and ADA violations, as related to Motlow State and Tennessee Board of Regents policies. Facilitates the development, review and revision of institutional policies to align with statutes, institutional goals, TBR policy, accreditation requirements and program requirements.

 

Minimum Qualifications: 

Associate’s degree earned from a regionally accredited institution and two years progressively responsible working in compliance, complaint investigation, and/or mediation. 

 

Preferred Qualifications: 

Bachelor’s degree earned from a regionally accredited institution and two years progressively responsible experience working in Title IX, Equal Opportunity and/or Affirmative action, compliance, complaint investigation, and mediation. Two years prior experience with policy analysis, higher education, accreditation, or paralegal work related to these areas.   

 

Major Duties and Responsibilities:

•           Supports the Executive Director of Organizational Compliance  & Enrichment (EDOCE) with or conducts assigned complex complaint investigations and prepares complaint or investigation reports including recommendations for corrective action when violations of statute, TBR policies or college policies relating to EEO, Title IX, Title VI, Title VII, Violence Against Women Act (VAWA), Pregnant Workers’ Fairness Act, the Americans With Disabilities Act (ADAAA), Clery Act, Veterans Accountability, and the Family Education Rights and Privacy Act (FERPA). Serves as Deputy Title IX and EEO Officer.

•           Supports the EDOCE in coordinating and executing a diverse array of mandatory and voluntary training programs for students and staff including, sexual harassment and discrimination, Title IX, and best practices for recruiting and retaining faculty and staff.

•           Supports the EDOCE with Preparing required or requested State and Federal reports, including ombudsman and statistical, to the US Equal Employment Opportunity Commission, Office of Federal Contract and Compliance Programs, Veterans Administration, Tennessee Human Rights Commission, and the Tennessee Board of Regents and other stakeholders.

•           Facilitate the development, review and revision of institutional policies to align with statutes, institutional goals, TBR policy, accreditation requirements and program requirements. Ensure that policy reviews are accomplished based on the review cycle or as needed to facilitate required changes. Guide policies through the review or revision process including advise and guide executive staff, managers and committees through the process, status tracking, reporting, acquiring necessary approvals and ensuring approved policies are placed in the policy library and published in the necessary locations.

•           Oversees Affirmative Action compliance and reporting, collaborating with the Office of Human Resources and other stakeholders across the college and the TBR.

•           Consults with staff and some students about questions and / or concerns that may or may not lead to investigation to provide clarification and to settle disputes informally.

•           Assist the Affirmative Action Officer in reviewing employment applications and hiring proposals for college searches. Serves as Deputy AA Officer

•           Provide technical assistance and serve as liaison with external vendors for the IEC databases (i.e. Maxient, Everfi).

•           Other duties as assigned
