Position Overview
Qinetiq US is looking for a Sr Program Analyst - Project Manager. The selected candidate will provide management and operational support to senior OUSD(R&E) leadership. This support will include developing and maintaining work products that support management decision making, strategy development, initiative definition, action tracking and monitoring, meeting and workshop planning and execution. Candidate must be skilled at interfacing, communicating and collaborating with government personnel ranging from action officer to senior leader levels, including civilian and military. Duties include:
Responsibilities
- Action and task tools, assignment, tracking. The contractor will:
- Develop action and task management tools.
- Integrate action and task management with office work package and correspondence workflow processes.
- Coordinate action and task assignment to responsible parties and establish completion dates.
- Track actions and tasks to timely closure; assist and escalate as needed when task owners fail to achieve timely closure.
- Project, initiative, major work effort planning and management. The contractor will:
- Facilitate project, initiative and major work effort planning meetings.
- Develop planning artifacts including but not limited to statements of work, charters, schedules, Gantt charts.
- Facilitate integrated project and initiative teams including meeting preparation, scheduling, execution and follow up.
- Develop executive level status and summary briefings.
- Decision support documents including business case analysis. The contractor will:
- Develop and document frameworks for distilling complex issues and work functions into clear courses of action to support decision making; work functions may include but are not limited to: recruiting, hiring, personnel management, cost estimating, strategy formulation, technical, operational and business process initiatives.
- Develop business case analyses that clearly, concisely characterize, quantify and assess costs, benefits and risk of relevant courses of action germane to the operation of the office.
- Meeting and workshop planning and execution. The contractor will:
- Facilitate meeting and workshop goals and objectives formulation.
- Plan meeting and workshop execution including scheduling and coordination of participant.
- Prepare and distribute preparatory material with sufficient time (as agreed upon with government client) to ensure participants are prepared to support meeting and workshop objectives.
- Facilitate meeting execution. For meetings and workshops of sufficient size and complexity to warrant addition facilitation support, prepare work scope and effort estimates for government client.
- Document meeting and workshop outcomes including actions, decisions, agreements, assumptions and relevant discussion points; coordinate publication of meeting results consistent with meeting goals and objectives.
- Process design, implementation, execution and continuous improvement. The contractor will:
