Position Description
The Contractor will serve as a senior subject matter expert and team leader within the USAID Legacy Entity, overseeing the Agency's records management compliance during the drawdown phase. This role includes leadership of staff, strategic planning, and technical guidance in the handling, preservation, and disposition of Agency records. The Contractor will be the primary point of contact for high-level issues, including NARA liaison responsibilities and program improvement initiatives.
Objectives: Provide technical leadership and subject matter expertise for integrated records systems, manage and mentor staff, promote improvements to the records management program, and, if appointed, serve as the Agency Records Officer. Ensure USAID remains compliant with all federal requirements during the drawdown.
Location: Washington, DCWork Type: Full-time/Hybrid (This position is telework eligible)Salary Range: $155,700.00 - $194,802.52 annually (starting salary determined based on candidate’s knowledge, skills, experience, and education)Clearance: Ability to obtain a Secret clearance; Active Secret clearance preferred

Responsibilities
Tasks and Deliverables
- Team Lead (40%) - Directly supervise staff, assign tasks, balance workloads, monitor progress, provide mentorship, and evaluate performance to ensure program objectives are met.
- Records Management Administration (40%) - Lead the development and execution of preservation and disposition plans, ensure policy compliance, coordinate archiving projects, and oversee day-to-day program operations. Deliverables: Comprehensive quarterly progress reports.
- Records Management Analysis (20%) - Approve file plans, analyze the impact of new policies, conduct program audits, and identify corrective measures. Deliverables: Detailed compliance reports, audit findings, and updated procedural guidance.
- Processing and Reports (20%) - Oversee record retention and disposition, direct shipments to NARA, compile annual reporting, and ensure accurate documentation of all records-related actions. Deliverables: Finalized NARA reports, shipment documentation, and retention logs.
- Business Information Materials (20%) - Draft disposition schedules, prepare analyses for archival approvals, and produce in-depth reports for leadership decision-making. Deliverables: Approved schedules, standards, and complex reports.
- Other Duties - Ensure program activities have measurable impact, resolve conflicts, allocate resources effectively, and support change management efforts.
Qualifications
Master's Degree and 10 years of relevant experience.
