Job Description
 

Overview

Workforce Equity and Development Specialist develops and implements strategies to promote workforce diversity, equity, and inclusion (DEI) and support employee development and growth opportunities within the municipality.

Essential Functions

1 Design and implement data-driven outreach initiatives for disadvantaged populations, including reentry individuals and veterans.

2 Build and maintain partnerships with community organizations including schools, non-profits, the Texas Workforce Commission, Veterans Affairs, and the Chamber of Commerce to support hiring from special communities.

3 Use data to identify barriers and biases, informing recruitment and workforce strategies. Develop and report on recruitment strategies using data insights.

4 Partner with stakeholders to integrate DEI principles into workforce planning.

5 Ensure compliance with fair hiring practices for reentry and disadvantaged groups.

6 Oversee full-cycle recruitment, including sourcing, reviewing, and hiring, using tools like Workday and data analytics.

7 Provide tailored onboarding support for new hires from special communities.

8 Promote mentoring, coaching, and training opportunities based on data insights.

9 Deliver DEI training tailored to the needs of special communities.

10 Advocate for the career growth of underrepresented groups.

11 Track and report on recruitment metrics to measure progress.

Knowledge, Skills and Abilities

1 Strong understanding of DEI principles, practices, and legal requirements

2 Excellent communication, facilitation, and training delivery skills

3 Ability to build relationships and influence stakeholders at all levels

4 Knowledge of adult learning principles and instructional design

5 Proficiency in data analysis and reporting tools

MINIMUM QUALIFICATIONS: 

EDUCATION 

  • Bachelor's degree in a human resources, organizational development, education or related field. 

EXPERIENCE 

  • Three (3) years of experience in a diversity, equity, inclusion or employee development role. 

EQUIVALENCIES 

  • High school diploma or GED plus seven (7) years of the required will meet the education and experience requirements.

  • Associate degree in any field plus five (5) years of the required experience including will meet the education and experience requirements.

  • Bachelor’s degree (or higher) in a non-specified field plus five (5) years of the required experience will meet the education and experience requirements.

  • Master’s degree (or higher) in a specified field plus one (1) year of the required experience will meet the education and experience requirements.

Salary Range

 

$58,204.45 - $72,343.93
