The work:
The Archer System Administrator and Data Management Specialist will be responsible for establishing standard operating procedures (SOPs) for system maintenance and operations, managing data integrity, providing user support, and ensuring compliance with federal reporting requirements through the use of eGRC tool, Archer. This role includes coordinating account creation, troubleshooting API issues, developing training materials, and improving system functionalities to support cybersecurity objectives.
Key Responsibilities:
- System Maintenance and Operations:

- Establish SOPs for scheduled system maintenance activities and the operations of Archer.
- Plan and communicate scheduled system/application updates and advise stakeholders on the status of service interruptions.
- Data Integrity and Management:

- Manage information data integrity in Archer.
- Maintain and monitor the status of all API connections to Archer.
- Provide prompt troubleshooting to resolve API issues and ensure data integrity and system functionality.
- Establish structured and disciplined data management practices.
- User Support and Account Management:

- Coordinate and facilitate account creation for users.
- Provide help desk support to users regarding system access and use.
- Act as the liaison between the vendor support team and Archer users to answer questions on system access and use.
- Develop and provide training solutions for initial users and established users who require a refresh on system features.
- Documentation and Training Development:

- Develop and maintain user manuals.
- Maintain a repository of all project documentation, such as reports and working group meeting minutes.
- Evaluate and update business process documentation to streamline processes and improve the use of Archer analytic and reporting features.
- Procedure and System Evaluation:

- Perform a review of current procedures and system functions to determine necessary process changes and supporting documentation updates.
- Review existing procedures to ensure they efficiently collect and manage data required to meet FISMA and customer cyber policy requirements.
- Evaluate system features and capabilities to recommend enhancements, modifications, or re-engineering of existing Archer system functions.
- Identify strategies to improve the implementation and continued utilization of Archer’s capabilities.
- Compliance and Reporting:

- Ensure the system complies with federal reporting tasks by collecting and aggregating data for compliance tracking and reporting (e.g., FISMA, High Value Asset).
- Employ disciplined data management practices through the development and adherence to SOPs to reduce administrative overhead.
- Leverage Archer’s reporting capabilities and perform data extracts to maximize data reuse and reduce data call burdens.
- Utilize data analytics and trend analysis to support compliance efforts.
- Impact Assessments and Coordination:

- Provide impact assessments and write white papers on new cybersecurity initiatives, regulation changes, laws, and Executive Branch directives on information security objectives.
- Coordinate with multiple organizations to develop enterprise agency responses and position papers in response to external reviews and information requests (e.g., from oversight agencies such as IG, OMB, CISA).
