PIC is seeking an experienced Stormwater Engineer / Project Manager who will lead the design, development, and successful implementation of a Green Stormwater Infrastructure (GSI) demonstration program funded by the American Rescue Plan Act (ARPA) and will be responsible for the end-to-end management of the demonstration project, from planning and procurement to construction and compliance. The GSI demonstration program is supported by the County of San Diego and other community partners, including San Diego Youth Services. This role will also support the Policy & Innovation Center’s efforts to build enduring collaborations and bring resources to the region for other priority infrastructure projects.

This is a hybrid role with weekly onsite requirements at our San Diego Headquarter Office in Liberty Station.

Principal Duties and Responsibilities

Project Management

  • Oversee and manage the GSI pilot program to achieve on-time, on-budget project completion.
  • Develop and execute project plans, timelines, and budgets, ensuring alignment with American Rescue Plan Act (ARPA) funding requirements and deadlines.
  • Identify and mitigate project risks, resolve issues promptly, and adjust project plans as needed.

Procurement & Contract Management

  • Prepare and issue Requests for Proposals (RFPs) for design and construction phases, ensuring adherence to federal and local contracting standards.
  • Evaluate RFP submissions and recommend selection of qualified vendors to PIC leadership and CEO.
  • Provide contractor oversight during project design and construction ensuring compliance with federal and state standards.
  • Ensure federal, state, and local compliance for all project stages, and secure required permits for the project site, liaising with relevant local, state, and federal agencies to maintain compliance.

Construction Oversight & Quality Control

  • Oversee all construction activities, coordinating with contractors, engineers, and stakeholders to maintain high-quality, on-schedule project delivery.
  • Conduct regular site visits to ensure construction is in line with approved plans, safety regulations, and environmental standards.
  • Troubleshoot construction challenges and work proactively with the team to resolve issues.
  • Stakeholder Engagement & Communication
  • Act as the primary liaison for the County of San Diego, our community partner San Diego Youth Services, community stakeholders, and other subcontractors.
  • Organize and lead stakeholder meetings to communicate project milestones, updates, and respond to questions or concerns.
  • Build positive relationships with the community and project partners, ensuring transparency and support for the project’s goals.
  • Additional responsibilities as assigned by the Senior Resilience Officer.

Requirements

  • Bachelor’s degree in civil engineering, Environmental Engineering, or a related field. Master’s degree or professional certification in engineering is a plus.
  • Minimum of 5 years of experience in stormwater management, environmental engineering, or project management, ideally with experience managing mid- to large-scale public infrastructure or GSI projects.
  • Proven track record in managing complex projects with multiple stakeholders, from planning and procurement to completion.
  • Strong understanding of federal, state, and local regulations relevant to stormwater and environmental compliance, including experience with permit processes.
  • Proficiency in engineering software (e.g., AutoCAD, GIS) and project management tools (e.g., Asana).
