Manager, Security Programs Facility

The Security and Travel Services Division is hiring a Manager for the Security Programs Facility (SPF). This position is responsible for planning, directing, managing, coordinating, and supervising the Laboratory’s classified information security and classified cyber security programs, for the sites classified user facility. The SPF Manager also serves as the Information Systems Security Manager (ISSM), Argonne’s OPSEC Program Manager, lead Inquiry Official for incidents of security concern and ensures compliance with the facility clearance (FCL) and foreign ownership control and influence (FOCI) programs. This position serves as the point of contact with DOE federal counterparts for site classified activities.
Duties and Responsibilities
Responsible for the planning, direction and oversight of the following laboratory security programs and systems: Classified Matter Protection and Control, Information Security, Classification, Operations Security (OPSEC), National Security Systems (NSS), COMSEC, Security Planning, FCL/FOCI, and Incidents of Security Concern. Supports Technical Surveillance and Countermeasures (TSCM) and TEMPEST activities. Responsible for ensuring that all Laboratory and subcontractor personnel adhere to all applicable requirements related to classified and controlled unclassified information identified in classification guidance.
Serves as the Laboratory CMPC authority, OPSEC Program Manager, Information Systems Security Manager and lead Inquiry Official for all site incidents of security concern. Administer the security and classification aspects of classified programs which enables the Laboratory to work on DOE and non-DOE government classified contracts. Manages the activities and provides leadership and direction for the Security Programs facility functions and personnel. Develops, revises and gains DOE approval for the OPSEC Master Plan in accordance with the NSPM-28, National OPSEC Program.
Position Requirements
- Thorough demonstrated knowledge of the requirements in the National Industrial Security Program Operating Manual (NISPOM) and the NSPM-28, National OPSEC Program.
- Thorough demonstrated knowledge of classified information/classified cyber security requirements.
- Strong communication skills and ability to develop and maintain strong working relationships with programmatic customers and leadership, DOE ASO representatives, and counterparts at other Laboratory’s/NNSA sites.
- Proficient in the interpretation and implementation/enforcement of the regulations and requirements of incidents of security concern and Argonne pertaining to the security, procedural and management related security incidents.
- Experience with managing multiple audit requests for a variety of functions across safeguards and security, classified information management, COMSEC and classification services.
- Demonstrated ability to lead through influence and deliver measurable impact.
- To perform the essential functions of this position successful applicants must provide proof of U.S. citizenship, which is required to comply with federal regulations and contract.
- Q or Top Secret (TS) clearance is required.

Education requirement
- Bachelor’s or Master's and 3-5+ years of relevant experience in a management or leadership role
Preferred
- Strong understanding the DOE orders specific to this position to include DOE O 205.1C, 470.3C, 470.4B, 470.6, 471.1B, 471.6, 471.7, 473.1A, and 475.2B.

Full timeThe expected hiring range for this position is $112,655.00 - $177,727.68.Please note that the pay range information is a general guideline only. The pay offered to a selected candidate will be determined based on factors such as, but not limited to, the scope and responsibilities of the position, the qualifications of the selected candidate, business considerations, internal equity, and external market pay for comparable jobs.
