The Opportunity

We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, Plano, or Charlotte

What you will do:

  • Establishes and maintains an independent Compliance and Operational Risk Management function appropriate for USAA’s size, complexity, and risk profile, consistent with regulatory expectations.

  • Understands, assesses, and monitors USAA’s risk profile (AML and Operational risk), ensuring appropriate governance, standards, and policies.

  • Supports the independence of the Risk Management function through defined roles, responsibilities, and reporting lines.

  • Guides Risk Management in establishing and monitoring compliance with enterprise-wide risk limits, identifying and aggregating risks, assessing risk positions relative to risk tolerance, and providing relevant risk information to management and the board.

  • Communicates, reports on, and escalates issues on the Association’s risk profile, appetite, and emerging trends.

  • Assesses and mitigates competitive and regulatory threats to capital and earnings.

  • Role models USAA’s mission, values, culture, and desired behaviors (including risk awareness and accountability).

  • Develops talent within the department, including identification, development, and retention of talent, and overseeing performance management and staff development.

  • Oversees funding, budgeting, and execution of risk management initiatives and projects.

  • Holds self and others accountable to meet commitments by setting and communicating expectations and roles related to risk management.

  • Builds and oversees a team of employees for assigned functional area through ongoing execution of recruiting, development, retention, coaching and support, performance management, and managerial activities.

Minimum Education:

Bachelor’s degree: OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.

Minimum Experience:

  • 10 years of experience in a technical discipline (e.g., risk management) with a track record of strategically managing risk functions (credit, market, operational, strategic) during economic cycles.

  • 10 years of relevant experience in a large financial institution ($100B+), including 5+ years post-Dodd Frank, in a senior risk function role (e.g., retail banking risk, market and credit risk, operational risk, risk governance).

  • 10 years of people leadership experience in building, managing, and/or developing high-performing teams.

  • 10 years of experience in compliance, including developing Compliance programs, processes, and executing major initiatives within financial services or insurance.

  • Expert knowledge of financial services or insurance regulations, laws, and regulatory expectations.

  • Experience working with and presenting to Senior Executive Management and Boards.

  • Strong communication skills.

  • Experience collaborating with cross-matrix teams.

  • Regulatory understanding and application of compliance laws and oversight agencies.

  • Significant knowledge of risk frameworks (governance, appetite, process, risk and control analysis, control effectiveness measurement, risk management coverage plan).

What sets you apart:

  • 15+ years’ experience with each of the following:

    • Leading or auditing a risk or audit program team, especially with an issues management or policy focus.

    • Developing, administering, and managing a QA/QC program in a large financial services institution.

    • Building and leading relationships with banking regulators (i.e., OCC, FRB, CFPB), including exam preparation, managing issues, presenting in regulatory meetings, and responding to findings.
