Job Purpose

Successful candidates will lead the Policy and Regulatory Strategy team for National Grid's NY and MA jurisdictions within National Grid's U.S. Policy and Regulatory Strategy Group. In the context of the changing energy landscape, this role will lead and manage the critical interface between the Company and its core regulatory stakeholders on all aspects of our company's clean energy future. Engagement with regulators, policymakers, and a broad array of industry stakeholders will center on issues such as regulatory frameworks and utility business models, the costs and benefits of new policies, and achieving support and ultimately funding for major initiatives to design and implement new technologies and service offerings for customers.

 

Working directly with a team of regulatory analysts and alongside a wider strategy and policy team, this position combines: strategy development and execution, stakeholder engagement and negotiation, definition and oversight of analytical and quantitative analysis; identification of emerging policy and strategic questions throughout NGUSA; regulatory, market, and policy research; extensive written communication (e.g., memos, studies, regulatory filings, and legislative drafting); cross-functional collaboration within National Grid; and engagement with peer utilities and other external stakeholders. 

 

The successful candidate will have a correspondingly balanced skill set and experience with the ability to articulate and gain support for the Company's vision and strategy, develop innovative regulatory proposals, negotiate successful outcomes for customers and the company, develop new areas of expertise, think creatively, and balance multiple competing demands.

 

To provide broad thought leadership across the Business and exert significant external influence with regulators and other key stakeholders in the development of key arguments to ensure the delivery of successful price control outcomes.

Key Accountabilities

•    Develop new regulatory frameworks, utility business models, such as outcome/results/performance based regulation, and energy legislation, policies, and regulations. Provide regulatory leadership in all state policy and regulatory efforts.
•    Work cooperatively with peer utility representatives in coordinating clean energy activities and programs.
•    Engage with key stakeholders on clean energy-related matters, including regulators, technology providers, academia, consumer advocates, environmental, and other public interest advocates.
•    Provide high-quality written communication for senior leadership (e.g., presentations, memos) and for external stakeholders (e.g., regulatory testimony and other filings).
•    Keep abreast of the latest relevant industry developments, develop new strategies to address emerging issues, and represent National Grid in relevant industry and public forums.
•    Develop or contribute to design and editing of legislation, regulation and tariffs that would govern new utility programs and activities. 
•    Support ongoing team development.

 

Qualifications

•    A Bachelor's degree in economics, finance, engineering, statistics, mathematics, public policy, government, environmental science, business, or other relevant field; or equivalent work experience. A relevant advanced degree/certificate is a plus.
•    Experience with energy utility regulation very strongly preferred (either direct utility employment experience or via consulting, regulatory/governmental entity, or focused coursework).
•    Knowledge and experience of public utility regulation and energy policies and legislation. Familiarity with the following key subjects is a plus: state and federal energy and environmental policies, cost-of-service rate regulation, rate design, and alternative/performance-based regulation.
•    Understanding of current trends within the utility industry, particularly with regard to grid modernization/advanced meter infrastructure, time-varying rate
